【摘要】：2009年底爆发的希腊主权债务危机是自欧元问世以来欧盟面临的最严重的挑战之一。本文以希腊主权债务危机为主线，在回顾希腊主权债务危机发展演变过程基础上，考察诱发希腊债务危机的因素及其造成的影响，探讨希腊债务危机的出路和启示，并对希腊债务危机和欧洲一体化的未来发展前景做出预测，最后得出欧洲一体化进程不会终结的结论。文章主要从四个方面探究希腊债务危机的成因，认为希腊债务危机的爆发，既有民主政治埋下的隐患和脆弱的经济体系等自身原因，也有欧元区体制的束缚等联盟层次的因素，与外部力量的推波助澜也密切相关。希腊主权债务危机给欧盟造成了很大的影响。本文第三部分从阻力和动力两方面论述了希腊债务危机对欧洲一体化进程的影响，认为它虽然拖累了一体化进程，但也催生了一体化新政。同时，在以希腊为首的欧洲主权债务危机背景下，欧盟权力发生了改变，欧洲出现以欧元区为核心的趋势，，并出现了“德国问题”和“英国问题”。正如希腊债务危机的累积效应并非一朝一夕一样，希腊债务危机的解决也是一项系统工程，既需要国际社会和欧元区的大力援助，更需要希腊自身的不懈努力，进行制度、结构方面的深层次变革。希腊债务危机也给我们带来很多启示，包括债务危机的治理和防御，以及为中国及东亚货币一体化提供经验等。总而言之，希腊债务危机是欧洲一体化进程中的一次挫折，但绝非欧元区的灭顶之灾。希腊不会破产，也不会退出欧元区。虽然欧洲货币一体化的最初基础不牢固，但它的日臻完善是有目共睹的。欧洲一体化进程不但不会终结，而且会在改革实践中不断深入。
[Abstract]:The Greek sovereign debt crisis in late 2009 is one of the most serious challenges facing the European Union since the euro was introduced. This paper takes the Greek sovereign debt crisis as the main line, on the basis of reviewing the development and evolution process of the Greek sovereign debt crisis, examines the factors that induce the Greek debt crisis and its influence, and probes into the outlet and enlightenment of the Greek debt crisis. The future development prospect of Greek debt crisis and European integration is forecasted, and the conclusion that the process of European integration will not end is concluded. The paper mainly explores the causes of the Greek debt crisis from four aspects, and holds that the outbreak of the Greek debt crisis has its own reasons, such as the hidden dangers of democracy and the fragile economic system, as well as the constraints of the eurozone system, and other factors at the level of union. It is also closely related to the contribution of external forces. The Greek sovereign debt crisis has had a big impact on the EU. The third part discusses the influence of Greek debt crisis on the process of European integration from the aspects of resistance and power, and thinks that although it has dragged down the process of integration, it has also given birth to a new policy of integration. Meanwhile, against the backdrop of Europe's sovereign debt crisis, led by Greece, the EU's power has changed, with the euro zone at its core, and "Germany" and "Britain" as well. Just as the cumulative effect of the Greek debt crisis is not overnight, the resolution of the Greek debt crisis is also a systematic project, requiring strong assistance from the international community and the euro zone, as well as the relentless efforts and institutions of Greece itself. Deep structural changes. The Greek debt crisis has also brought us a lot of inspiration, including the governance and prevention of the debt crisis, as well as the experience of monetary integration in China and East Asia. Overall, the Greek debt crisis is a setback in the process of European integration, but by no means a disaster for the euro zone. Greece will not go bankrupt, nor will it leave the euro zone. Although the initial basis of European monetary integration is not firm, its improvement is obvious to all. The process of European integration will not end, but will continue to deepen in the reform practice.
