To reach this aim, the province should set up an advanced fiscal operation mechanism including a fiscal law system, a budget system, a national reserve system, and a new inter government fiscal relationship. By doing so,the public finance policy will function properly and effectively.

加入WTO后 ,要建立稳固、均衡、较强的广东财政 ,就必须建立先进的财政运行机制 ,包括建立先进的财政法规体系、预算体系、国库收付体系 ;建立新型的政府间财政关系 ;能动地发挥财政职能作用。
