促进贵州省农村反贫困的财政政策研究

【摘要】：贫困是世界各地普遍存在的问题,反贫困已成为人类共同面临的重大挑战。贵州省经过多年的扶贫开发,反贫困取得辉煌成绩,不仅实现贫困率的大幅度下降,而且贫困人口的经济收入、文化素质和卫生健康条件等都得到极大改善。但是根据国家2011年最新的贫困线2300元的标准,贵州省农村贫困人口大幅度增加,扶贫规模扩大,使贵州省农村财政扶贫事业面临严峻的形势和挑战。扶贫成本越来越高,扶贫难度越来越大,财政扶贫资金投入不足,资金投向不合理,投入“漏出”现象严重,管理体制不顺,现行税收政策对反贫困激励不足等问题也迫待解决。本文据此提出今后贵州省农村财政扶贫的思路和政策建议。 本文共分六章。第一章绪论。主要阐述了本文的研究背景、研究意义、研究思路和方法及创新之处和不足之处。第二章贵州农村财政反贫困的历程、成就及困境。第三章当前贵州农村反贫困的影响因素实证研究。第四章财政扶贫对贵州农村反贫困的影响研究。第五章国外财政扶贫的实践与启示。第六章促进贵州农村反贫困的财政政策建议。
[Abstract]:Poverty is a widespread problem all over the world, anti-poverty has become a major challenge facing mankind. After many years of poverty alleviation and development in Guizhou province, great achievements have been made in the fight against poverty. Not only the poverty rate has been greatly reduced, but also the economic income, cultural quality and health conditions of the poor population have been greatly improved. However, according to the latest national poverty line of 2300 yuan in 2011, the rural poverty population in Guizhou Province has greatly increased and the scale of poverty alleviation has expanded, which makes the rural financial poverty alleviation cause in Guizhou Province face severe situation and challenges. The cost of poverty alleviation is getting higher and higher, it is more and more difficult to help the poor, the financial funds for poverty alleviation are insufficient, the investment is unreasonable, the input "leakage" phenomenon is serious, and the management system is not smooth. The current tax policy on anti-poverty incentives and other issues are also urgent to solve. Based on this, this paper puts forward the ideas and policy suggestions of poverty alleviation in rural finance of Guizhou Province in the future. This paper is divided into six chapters. The first chapter is introduction. This paper mainly describes the research background, research significance, research ideas and methods, innovation and shortcomings. The second chapter of Guizhou rural finance anti-poverty process, achievements and difficulties. The third chapter is an empirical study on the influencing factors of anti-poverty in rural areas of Guizhou province. Chapter four: the impact of Financial Poverty Alleviation on Rural Anti-poverty in Guizhou Province. The fifth chapter is the practice and enlightenment of foreign financial poverty alleviation. The sixth chapter promotes the Guizhou rural anti-poverty fiscal policy suggestion.
