石河子市中小学发展规划的价值取向研究

【摘要】:学校发展规划是一种着眼于学校中长期发展的战略性规划,是在系统分析学校背景情况下,对学校文化进行深刻剖析后,以促进学生的和谐发展,促进学校长期、稳定和持续发展,提高学校管理效能和教育质量为目的的一种动态生成过程。随着学校发展规划理论研究和实际探索的不断深入,学校发展规划日益成为学校工作的重要内容之一。而在规划的制定过程中,必定会遇到价值选择的问题。规划的价值取向影响着规划的价值选择,从而影响整个规划的走向。本研究主要通过文本分析法包括历史分析法和编码研究法,访谈法等研究方法对石河子市内各中小学现存的发展规划进行分析,得出文本中的高频词汇,再将词汇进行归类,得出六个价值要素分别是:学校管理、学生培养、教师队伍、教育教学、校园建设和德育。研究发现,从“十一五”时期到“十二五”时期,石河子市各中小学发展规划的价值取向有着明显的变化:从注重硬件设施发展到注重师生发展,从注重外部名气到注重内部质量。变化的原因主要有:国家“西部大开发”战略的实施、《国家中长期教育改革和发展规划纲要(2010-2020年)》的颁布、随时间的推移当地经济的发展和社会舆论方面对增加教育投入的呼吁。当前石河子市中小学发展规划的价值取向是整体上注重教师队伍建设、学生培养和教育教学。在教师队伍方面注重班主任的发展、培养名师、提高教师的学历和教学经验的传承;在学生培养方面注重学生的能力培养;在教育教学方面注重教学质量、教科研水平的提高和校本课程的研发;在校园建设方面提倡建设节约型校园。但是当前规划中对于师德建设和教师激励机制方面的内容提及较少。规划中对于教师科研的重视使得教师工作量日益加重,这与教师自身的承受能力之间存着这一定的矛盾,还有待以后解决。随着时间的变化,石河子市各中小学的发展又面临着新的问题,本研究主要就高考改革和生源分布不均这两个问题进行了分析。当前,正处于“十二五”规划的收官之年,对于后一时期学校发展规划的制定,本研究给出了建议是:1.将素质教育落到实处,将实施综合素质评价的具体措施写入规划;2.建立学校合作意识,将学校合作的具体措施写入规划;3.加强师德建设,建立师德评估机制;4.保持教师的工作热情,建立教师激励机制。本研究有利于丰富学校发展规划价值取向的相关理论,有助于了解石河子市中小学发展规划价值取向的历史变迁、揭示其深层次的原因,分析得出当前规划的价值取向,分析各中小学面临的新问题,为新一轮学校发展规划的制定提出相关的建议,有利于各中小学制定更加有效的学校发展规划,增强学校的自主管理能力,促进学校的良性发展。
[Abstract]:School development planning is a strategic plan focusing on the long-term development of the school. It is a systematic analysis of the school background, after a profound analysis of the school culture, in order to promote the harmonious development of students. To promote the long-term, stable and sustainable development of schools, to improve the efficiency of school management and education quality as the purpose of a dynamic generation process, with the development of school planning theory and practical exploration of the deepening. School development planning has increasingly become one of the important contents of school work. However, in the process of planning, it is bound to meet the problem of value selection. The value orientation of planning affects the value choice of planning. This study mainly through the text analysis method including historical analysis and coding research, interviews and other research methods to analyze the existing development planning of primary and secondary schools in Shihezi city. Get the high-frequency vocabulary in the text, then classify the vocabulary, and draw six value elements: school management, student training, teachers, education and teaching, campus construction and moral education. From the 11th Five-Year Plan period to the 12th Five-Year Plan period, the value orientation of the development planning of primary and secondary schools in Shihezi City has obvious changes: from the development of hardware facilities to the development of teachers and students. From focusing on external fame to paying attention to internal quality, the main reasons for the change are: the implementation of the national strategy of "developing the western region". The promulgation of the National Medium- and Long-Term Education Reform and Development Program (2010-2020). With the development of local economy and the appeal of public opinion to increase the investment in education, the value orientation of the development plan of primary and secondary schools in Shihezi City is to pay attention to the construction of the teaching staff as a whole. Pay attention to the development of the class teacher, cultivate the famous teacher, improve the teacher's academic background and the inheritance of the teaching experience; Pay attention to the cultivation of students' ability in the aspect of students' cultivation; In the aspect of education and teaching, we should pay attention to the quality of teaching, the improvement of scientific research level and the research and development of school-based curriculum. In the aspect of campus construction, the construction of economized campus is advocated. However, the contents of the construction of teachers' ethics and teachers' incentive mechanism are less mentioned in the current planning. The emphasis on teachers' scientific research in the planning makes teachers' workload more and more serious. . With the change of time, the development of primary and secondary schools in Shihezi City is facing new problems. This study mainly analyzes the reform of college entrance examination and the uneven distribution of students. At present, it is in the closing year of the 12th Five-Year Plan, and the formulation of the school development plan for the latter period. The suggestion of this study is: 1.putting quality education into practice and putting the concrete measures of comprehensive quality evaluation into the plan; 2. Establishing the school cooperation consciousness and incorporating the concrete measures of the school cooperation into the plan; 3.Strengthening the construction of teachers' ethics and establishing the evaluation mechanism of teachers' ethics; 4. To maintain the enthusiasm of teachers and establish a teacher incentive mechanism. This study is helpful to enrich the theory of the value orientation of school development planning. It is helpful to understand the historical changes of the value orientation of the development planning of primary and middle schools in Shihezi, to reveal the deep-seated reasons, to analyze the value orientation of the current planning, and to analyze the new problems faced by the primary and secondary schools. It is helpful for the middle and primary schools to formulate more effective school development plans, strengthen the ability of independent management, and promote the benign development of the schools by putting forward relevant suggestions for the formulation of a new round of school development plans.
