苏州市中小学校体育设施对社会开放方案实施情况的调查与分析

【摘要】:随着经济的发展,社会的进步,人们生活水平的不断提高,全民健身的热潮也逐渐深入人心,人们越来越重视身体健康,随之而来的问题就是,社会性的体育运动场地设施缺乏,现有体育场地设施设备不足,新建体育场地周期又长,所以开放学校体育场地设施成为解决这一问题的关键。对此,国家颁布了一系列政策法规,在我国《体育法》、《公共文化体育设施条例》、《全民健身计划纲要》、《社区体育工作意见》中明确规定:各种国有体育场地都要向社会开放,加强管理,提高使用效率。政策的有效执行使学校体育场地设施对社会开放工作取得了长足的进展。由于各地实际情况不同,采取的具体方案也不一样。本文以苏州市中小学校体育场地设施对社会开放方案的实施情况为研究对象,采用文献资料法、问卷调查法、数理统计法和逻辑分析法等研究方法,对苏州市28所中小学校体育场地设施对社会开放方案实施情况做了详尽地调查、分析和研究,得出的结论有:1、苏州市教育局直属中小学校体育设施对社会开放情况,基本上达到了《方案》计划开放目标,除了因校园重建、场地改造等原因还未开放的4所学校外,其他的均已完成开放工作。2、在开放的过程中,有的学校主动出谋划策为市民锻炼提供保障。3、政策执行机构对于政策执行的力度、广度、深度还不够,具体监督、考核工作没有落到实处,对待开放工作的热情度不足,影响了该《方案》的实施效果。4、苏州市上级管理部门对场地开放保障经费下发不及时,影响了学校开放的积极性,使得方案实施效果与方案目标有一定距离。针对存在的问题提出建议:1、苏州市上级组织部门应督促场地改造一直没完成的学校早日完成改造工程,尽早打开校门,服务于社会大众。2、学校应加强对体育场地开放的宣传,借用社区、师生等来做推广宣传,并充分利用低廉的网络宣传,吸引健身人群和社会各企事业单位到学校来活动、锻炼,树立良好的学校形象。3、学校体育场地在对社会开放的过程中应以社会为平台,以锻炼者需求为导向,合理安排开放时间,最大限度开放体育设施,尽可能多的为社会大众谋福利。4、注重舆论的引导作用,营造积极的社会氛围。相关部门可通过舆论工具进行广泛宣传,提高全社会对学校体育场地设施对社会开放重要性的认识,引起社会关注,同时促使入校锻炼者自觉爱护学校体育器材及环境、维护学校教学秩序、遵守学校管理制度,形成良好的社会氛围。5、建立科学、系统的管理制度体系,使学校体育场地设施对外开放在制度的规范下有条不紊的进行。6、充分发挥政府部门的主导作用,积极落实开放专项保障经费,并且政府各部门、社区居委会、学校、社区居民之间应相互理解与配合。
[Abstract]:With the development of economy, the progress of society, the continuous improvement of people's living standard, and the upsurge of national fitness, people pay more and more attention to physical health. The lack of social sports facilities, the insufficient facilities of existing sports venues and the long period of new sports venues, so opening the sports facilities in schools becomes the key to solve this problem. The state has promulgated a series of policies and regulations. In China's Sports Law, the regulations on Public Cultural and Sports facilities, the outline of the National Fitness Program, and the opinions on Community Sports work, it is clearly stipulated that all state-owned sports venues should be open to society and strengthen management. Effective implementation of the policy has led to considerable progress in the opening of school sports facilities to society, owing to the fact that the situation varies from place to place, This paper takes the implementation of sports venues and facilities in primary and secondary schools in Suzhou as the research object, adopts the methods of literature, questionnaire, mathematical statistics and logic analysis, etc. This paper makes a detailed investigation, analysis and research on the implementation of the sports venues and facilities of 28 primary and middle schools in Suzhou to open to the society. The conclusions are: 1. The sports facilities of the primary and secondary schools directly under the Suzhou Education Bureau are open to the society. Basically, the "Plan" plan has been achieved. Except for the four schools which have not yet opened due to campus reconstruction and site renovation, all the others have completed the opening work. In the process of opening up, Some schools have taken the initiative to plan and provide protection for public exercise. The policy enforcement agencies have not done enough to implement the policy. The specific supervision and assessment work has not been carried out, and the enthusiasm for the work of opening up has not been enough. This has affected the implementation effect of the "plan" .4. the upper management departments in Suzhou City did not issue funds for the opening of the site in time, which affected the enthusiasm of the school to open up. So that the effect of the implementation of the plan is somewhat different from the goal of the plan. In view of the existing problems, the Suzhou superior organization department should urge the school that has not completed the reconstruction of the site to finish the renovation project as soon as possible and open the school door as soon as possible. To serve the general public, schools should strengthen publicity on the opening up of sports venues, borrow community, teachers and students for publicity, and make full use of cheap online publicity to attract people of fitness and various enterprises and institutions of society to come to school for activities and exercises. Setting up a good school image. 3. In the process of opening up to the society, the school sports venues should take the society as the platform, take the needs of the exercisers as the guide, arrange the opening hours reasonably, and open the sports facilities to the maximum extent. As many as possible for the welfare of the general public, pay attention to the guiding role of public opinion, and create a positive social atmosphere. Relevant departments can carry out extensive publicity through public opinion tools. To raise the whole society's awareness of the importance of the school sports venues and facilities to the open society, to arouse social concern, and at the same time to urge the participants to take good care of the school sports equipment and environment, to maintain the school teaching order, and to abide by the school management system. To form a good social atmosphere, to establish a scientific and systematic management system, to make the opening of school sports venues and facilities to the outside world proceed methodically under the norms of the system, and to give full play to the leading role of government departments, Active implementation of open special guarantee funds, and the government departments, community committees, schools, community residents should understand and cooperate with each other.
