普通高中教育财政的充足性与公平性研究

【摘要】：文章从教育财政学的视角对我国普通高中阶段教育财政的充足性和公平性进行研究,结果发现:在教育财政支出占GDP比重、财政性教育经费占财政总支出的比重、生均经费与人均GDP之比三项充足性指标上,我国普通高中的数值均低于国际水平,且呈现出"基数低"、"增速慢"的特点;从衡量公平性的三个维度来看,普通高中教育财政的省际差异稳中有升,教育财政中立性明显低于国际标准,东中西地区都存在收敛性。在全面普及高中教育的政策背景下,政府应该建立普通高中教育经费增长长效机制,为保障普通高中的发展提供更为充足的财政支持;同时,尝试建立"普通高中教育经费新机制",通过中央和地方的协调统筹,进一步提高普通高中教育财政支出的公平性。
[Abstract]:From the perspective of educational finance, this paper studies the adequacy and fairness of education finance in senior high school in China. The results show that the proportion of education finance expenditure to GDP, the proportion of financial education expenditure to total financial expenditure, and so on.In terms of the ratio of average student expenditure to per capita GDP, the values of ordinary high schools in China are all lower than those of the international level, and show the characteristics of "low base" and "slow growth".The provincial differences of general high school education finance are increasing steadily, the neutrality of education finance is obviously lower than the international standard, and there is convergence in east, west and west regions.In the context of the policy of popularizing high school education in an all-round way, the government should establish a long-term mechanism for the growth of funds for general high school education, so as to provide more adequate financial support for the development of ordinary high schools; at the same time,This paper attempts to establish a "new mechanism of general high school education expenditure" to further improve the fairness of financial expenditure of ordinary high school education through the coordination and coordination between the central and local governments.
