英国中小学“学院化”改革的政策经验与反思

【摘要】:推进中小学的"学院化"转型是英国执政党保守党在2010年以来教育政策的核心教义,旨在最大限度地增进学校的自主性,形成"自我改进""学校引领"的新型学校教育治理体制,以实现教育水准的整体提升。这体现着中央政府对教育权力的逐渐收拢,并使政府、社会与学校之间的关系彻底重构,强调"专业自主"而消解"地方民主",注重"基于事实证据"的政策制定而否认教育理论的价值。
[Abstract]:The transformation of the "institutionalization" of primary and secondary schools is the core doctrine of the educational policy of the ruling party of the ruling party since 2010. It aims at maximizing the autonomy of the school and forming a new school education governance system of "self improvement" and "school guidance" to realize the overall improvement of educational level. This embodies the central government's power to education. Gradually, the relationship between the government, the society and the school is completely restructured, the "professional autonomy" is emphasized and the "local democracy" is eliminated, and the policy of "evidence based on facts" is emphasized and the value of the educational theory is denied.
