中小学校园安全管理问题分析及对策研究

【摘要】：近年来,校园安全事故不断引起学者和各界对校园安全管理的关注。确保学生的安全和健康,是学校的首要责任,是学校各项教育工作的前提。校园安全管理不仅涉及立法、经费、校园设备等宏观领域,而且涉及校园安全主题教育等微观活动,各方面力量要统筹思考,共同发挥效力,筑起校园安全大墙。本文首先陈述了校园安全管理的缘由及意义,然后详细的界定了校园安全管理相关的一系列概念,包括安全、校园安全、校园安全管理。基于国内外校园安全管理的文献综述,本研究采用文献法和调查法展开。论文基于调查,呈现了当前时有发生的校园安全事故,事故类型有校园暴力事件、校园火灾、交通事故、自然灾害、食品安全、踩踏事件、其他事件。进而分析校园安全管理中存在的问题,主要分析了如下问题:校园安全立法体系不完善校园安全意识的严重缺乏、校园安全管理经费落实困难、校园安全教育的大幅缺失、校园安全管理与家庭、社会缺乏配合、缺乏预防为主,防治结合的校园安全管理意识、学校安全配备不过关等。最后探寻了改进校园安全管理的对策,包括加紧校园安全立法,为校园安全管理提供法律依据;加强学校与家庭和社会各界力量的配备;加强校园安全教育,提高学生的安全意识;加大在校园安全管理方面的资金投入和落实;预防为主,防治结合,将校园安全事故扼杀在摇篮里;积极改进校园安全配备,为校园安全管理提供软件和硬件支持等。
[Abstract]:In recent years, campus safety accidents have aroused the attention of scholars and all walks of life on campus safety management. It is the primary responsibility of the school to ensure the safety and health of the students. It is the precondition of all educational work of the school. The safety management of campus involves not only macro areas such as legislation, funds and campus equipment, but also the theme education of campus safety. In this paper, the reasons and significance of campus safety management are stated first, and then a series of concepts related to campus safety management are defined in detail, including security, campus safety, and campus safety management. This research adopts the literature method and the investigation method. Based on the investigation, the paper presents the current campus safety accidents, the types of campus violence, campus fire, traffic accidents, natural disasters, food safety, stampede, other events, and then analyze the problems in the safety management of the school garden, and analyze the following problems. The campus safety legislation system does not perfect the serious lack of campus safety awareness, the difficulties in the implementation of campus safety management funds, the large lack of campus safety education, the lack of coordination between the campus safety management and the family and the society, the lack of prevention mainly, the combination of prevention and control of the campus safety management and the safety of the school, and so on. Finally, the improvement is explored. The Countermeasures of campus safety management include tightening up the campus safety legislation, providing legal basis for campus safety management, strengthening the staffing of schools and families and all walks of life, strengthening the campus safety education, improving the students' safety awareness, increasing the investment and implementation of the capital in the safety management of the campus, and the prevention of the combination of prevention and control, the combination of prevention and control, and the campus Safety accidents are strangled in cradles, and campus safety facilities are actively improved to provide software and hardware support for campus safety management.
