改革开放以来湖南省中小学教师培训历史演变研究(1978-2013)

【摘要】:新中国成立以来,我国社会逐步稳定,生产技术显著提高,生产力也得到了迅猛的发展,因而,我国对各领域人才的需求更加迫切,国家对于人才的培养越来越重视,与此相伴随出台了一系列的政策文件,其中就包括关于中小学教师培训的政策文件,政策的落实,为我国的教育事业培养了大量的优秀教师,从而使我国的教育事业得到了长足的发展。1978年改革开放以后,各行各业都进入了高速发展的时期,中小学教师培训也不例外。湖南省在国家发展的大背景下,包括中小学教师培训在内的各项事业都发生了重大变化。自上世纪80年代中期以来,我国政府把教师培训工作逐渐推上了法制的平台,以法制保证中小学教师教师培训工作的顺利进行,这对我国的教师培训工作起到了极其重要的推动和促进作用,湖南省是这其中的代表。而在21世纪,随着我国科教兴国战略的提出,中小学教师培训工作真正的进入了关注教师、重视教师的时代,教师培训工作慢慢的从后台走向了前台,而在这种情况下,对我国教师的素质素养提出了更高的要求,因此,通过培训培养出更高素质优秀教师的工作,理应得到我国政府及教育行业的高度重视。在这种社会背景下,湖南省在教师培训工作中积极贯彻党中央关于教育政策的规定,深入落实素质教育工作,取得了非常丰硕的成果。通过回顾与反思改革开放以来我国以及湖南省教师培训工作的历史演变进程,是新的时期促进湖南省中小学教师培训工作顺利发展的有效手段。教师的培训作为高素质专业化教师的产生途径,理应从回顾历史中去透视未来。本文以改革开放以来全国教师培训工作的历史演进为背景,以湖南省中小学教师培训工作的演进历程和发展演变为研究对象,对我国和湖南省自改革开放以来的中小学教师培训工作进行深入的研究与分析,从而为我国以及湖南省在未来的中小学教师培训工作制定政策时提出一定的参考意见与建议。从目前的情况来看,湖南省的中小学教师培训工作走在全国的前列,展望长远的发展,更应该从历史当中汲取经验与启示。建国六十年以来,尤其是改革开放以来,湖南省的教育事业在全国都具有一定的代表性,取得了瞩目的成就,教师培训工作是其取得如此成绩的重要一环。现今,对于在全国视角下湖南中小学教师培训工作的研究基本是一片空白,所以,本篇论文以此为论题有比较大的研究空间,亦具有重要的学术价值和现实意义。本篇论文通过深入分析自改革开放以来湖南省的中小学教师培训工作,指出中小学教师培训政策在各个时期的特点,并且以此为基础,总结我国以及湖南省中小学教师培训政策演进历程中的特点,即:由重视纯粹知识的掌握到逐渐转为对教师能力提高的重视、由培训单一化的教师队伍到逐步转为对多元化教师队伍的培训,培训权利的逐步下放以及由关注教师培训义务的履行逐步转为关注教师培训权利的保护。通过对湖南省中小学教师培训工作历史演进的分析,提出今后我国中小学教师培训工作发展的趋势,是本文的主要任务。
[Abstract]:Since the founding of new China, our country has gradually stabilized, the production technology has been greatly improved and the productivity has been developed rapidly. Therefore, the demand for talents in various fields is more urgent in our country. The state has paid more and more attention to the training of talents, and has accompanied with a series of policy documents, including the training of primary and secondary school teachers. The policy documents and the implementation of the policy have trained a large number of excellent teachers for the educational cause of our country, so that the educational cause of our country has been greatly developed in the period of.1978 reform and opening up, all walks of life have entered a period of rapid development, and the training of Teachers in primary and secondary schools is no exception. In the background of national development, Hunan province includes small and middle schools. Since the mid 80s of last century, our government has gradually put the teacher training work on the platform of legal system to ensure the smooth progress of the training of teachers and teachers in primary and middle schools since the mid 80s of last century. This has played an extremely important role in promoting and promoting the training of teachers in our country. In twenty-first Century, with the development of the strategy of rejuvenating the country by science and education, the training work of primary and secondary school teachers really entered the teachers' attention, paid attention to the teachers' age, and the teacher training work gradually moved from the background to the front desk. As a way of producing high-quality professional teachers, teachers' training should be viewed from the review history. The training work of primary and secondary school teachers in China and Hunan province since the reform and opening up has been deeply studied and analyzed, thus for our country and Hunan Province in the future primary and secondary school teachers In the present situation, the training work of primary and secondary school teachers in Hunan province is in the forefront of the country, looks forward to the long-term development, and should draw lessons from the history. Since the founding of the people's Republic of China, especially since the reform and opening up, the education of Hunan Province has been full since the sixty years of the founding of the people's Republic. The country has a certain representativeness and has made remarkable achievements. The teacher training work is an important part of its achievement. Nowadays, the research on the training work of primary and secondary school teachers in Hunan is basically a blank. Therefore, this paper has a relatively large research space and an important academic price. Through in-depth analysis of the training of primary and secondary school teachers in Hunan province since the reform and opening up, this paper points out the characteristics of the primary and secondary school teacher training policy in each period, and on this basis, summarizes the characteristics of the training policy of primary and secondary school teachers in China and Hunan Province, namely, the emphasis on pure knowledge. Gradually transfer to the attention to the improvement of teachers' ability, from the single training of training to the training of diversified teachers, the gradual decentralization of training rights and the protection of teachers' training obligations gradually to the protection of teachers' training rights. Through the training calendar of primary and secondary school teachers in Hunan Province It is the main task of this paper to put forward the trend of the development of teacher training in primary and secondary schools in the future.
