让质量标准内化为区域教育改革的自觉行动——区域推进教育质量综合评价改革的“重庆探索”

【摘要】:重庆市探索建立教育质量内控体系新策略,引导区域教育行政部门及学校提升自评能力,自觉开展、融入教育质量综合评价改革。用质量标准绘制教育发展蓝图,将立体质量模型转化为引导区域提升教育质量的行动基础,将质量标准统整为教育综合配套改革的一致性指标。确立市、区(县)、校三级教育优质发展质量指标体系,开发共享、共用评价工具与分析技术。建立基于评价促进共同发展理念的三级评价机制,运用"互联网+"评价技术、分层分类报告的诊断改进策略,关注区域、学校各层面的真实获得。
[Abstract]:Chongqing explores new strategies for establishing a system of internal control of educational quality, and guides regional educational administrations and schools to enhance their self-evaluation ability, carry out consciously, and integrate into the reform of comprehensive evaluation of educational quality. The blueprint of education development is drawn with quality standard, and the three-dimensional quality model is transformed into the action foundation to guide the regional education quality improvement, and the quality standard is integrated into the consistent index of education comprehensive matching reform. Establish the quality index system, develop and share, share the evaluation tools and analysis technology of the three levels of education quality development in cities, districts and schools. To establish a three-level evaluation mechanism based on the concept of evaluation and promote common development, to use the "Internet" evaluation technology, to improve the diagnosis strategy of stratified classification reports, and to pay attention to the real acquisition of each level of the region and school.
