苏北、苏南地区乡镇初中体育教师职业现状调查研究

【摘要】:随着我国经济的快速发展,国家政府和人民也越来越认识到教育对于国家长远发展具有的重要意义。十八大政府报告中就提出:教育是民族振兴和社会进步的基石。百年大计,教育为本,教育大计,教师为本。我国现在还是一个农村人口占比很大的国家,所以农村的教育直接决定整个国家的教育质量,国家也越来越重视农村教育的发展。就体育学科而言,全国中小学学生体质已经连续26年保持整体下滑趋势,国家也认识到了这一严峻问题,因为青少年就是整个国家的未来,没有一个强健的体魄怎么去强大我们的国家。习近平总书记上台以来高度重视体育的发展,国务院先后组织了全国学校体育工作座谈会、全国校园足球会议、下发关于加快体育产业发展的文件,习总书记也亲自做了批示,对中国校园足球的改革与发展提出建议。江苏省的经济发展水平在全国始终处于领先的第一集团,全省的教育发展水平也走在了全国的前列。但不可否认的是,在江苏省省内,苏北、苏南地区的经济发展状况却有着巨大的差距。苏南地区属于长三角地区,是我国经济最为发达的地区之一,整个地区的经济实力非常雄厚,政府也非常重视教育,所以对于教育的投资非常充足,整个地区的各种教育设施教育制度都比较完善;而苏北地区则因为地域及其他各种原因,经济的发展相对迟缓,这也直接导致了教育经费的紧缺,严重影响了学校教育的发展。本文以苏北苏南地区乡镇初中体育教师为研究对象,运用问卷调查法、访谈法、文献资料法、数理统计法等方法,对苏北、苏南地区各150名乡镇初中体育教师进行调查,了解分析他们的职业现状,并针对发现的各种问题提出了自己的看法与建议。通过调查发现以下结论:苏北苏南地区乡镇初中体育教师在性别结构上配备不够合理,制约了学校体育的全面发展;两地乡镇初中体育教师整体职称情况分配比较平均,但高职称比例苏南地区远高于苏北地区;两地教师接收培训的机会少,且主要集中于县级,导致大部分乡镇学校体育的科研能力停滞不前;两地乡镇初中体育教师收入差距太大;两地乡镇初中体育教师除了日常的体育课外,大部分还要承担早锻炼、大课间体育活动、课外体育活动指导、课余运动训练指导以及课余体育竞赛等相关体育事务安排,且有较大部分不能计入工作量;两地乡镇初中学校领导对于学校体育工作支持力度不够,而且在办公条件、体育器材设施的配备情况等方面情况不太理想,尤其苏北地区更为严重;在评优评比及考核中,乡镇体育教师往往不能得到一视同仁的待遇,严重影响了体育教师的工作积极性,阻碍了学校体育的发展。对上面所描述的种种问题,我提出以下意见:苏北苏南地区各级教育部门提高认识,逐渐逐级督促学校体育工作的落实与监查工作:提高乡镇初中体育教师的工资待遇,尤其加大对苏北地区乡镇教师的工资扶持力度;保证体育教师在体育课外其他工作量也可以得到应有的津贴与报酬,并在学校的评优评奖以及考核中可以获得公平公正的对待;增加乡镇中学体育教师的培训机会,提高培训质量,逐步提高他们的业务水平和科研能力;适当增加乡镇体育教师的编制,尤其是女性体育教师的数量;提升乡镇体育教师的办公条件,完善学校的体育器材设施;乡镇初中体育教师自身也要坚定意志,主动学习,使自己的工作保持积极性与创造性,高效高质量地完成体育人的职责与使命。
[Abstract]:With the rapid development of our country's economy, the national government and people are becoming more and more aware of the importance of education to the long-term development of the country. The eighteen major government reports put forward that education is the cornerstone of national rejuvenation and social progress. The rural education directly determines the quality of education in the whole country, and the country pays more and more attention to the development of rural education. As far as the physical education is concerned, the constitution of primary and secondary school students in the whole country has maintained a downward trend for 26 years, and the state has also realized this serious problem because the youth is the whole country. There is no strong body to strengthen our country. General Secretary Xi Jinping has attached great importance to the development of sports since he came to power. The State Council has organized the National School Sports symposium, the national campus Football Conference, and issued the articles on accelerating the development of the sports industry. The general secretary also personally made instructions to the Chinese campus. The economic development level of Jiangsu province is always in the leading group in the country, and the level of education development in the whole province is also in the forefront of the country. But it is undeniable that there is a huge gap in economic development in Jiangsu Province, Northern Jiangsu and South of Jiangsu region. South of Jiangsu area belongs to the Yangtze River Delta. The region is one of the most developed regions in our country. The economic strength of the whole region is very strong and the government attaches great importance to education. So the investment in education is very sufficient and the educational system of all kinds of educational facilities in the whole area is perfect. And the economic development is relatively late in the region of Northern Jiangsu because of the geographical and other reasons. Slowly, this also directly leads to the shortage of educational funds, which seriously affects the development of school education. This article takes the junior middle school physical education teachers in South of Jiangsu area of Northern Jiangsu Province as the research object, using questionnaire survey method, interview method, literature data method, mathematical statistics method and so on, to investigate 150 Township junior high school physical education teachers in Northern Jiangsu and South of Jiangsu areas. Analyze their career status, and put forward their own views and suggestions on the various problems found. Through the investigation, the following conclusions are found: the gender structure of the junior middle school physical education teachers in the villages and towns of South of Jiangsu in Northern Jiangsu Province is not reasonable enough, which restricts the overall development of the school sports; the distribution of the overall title of the junior middle school physical education teachers in the villages and towns is distributed. Compared to the average, but the proportion of high professional titles in South of Jiangsu is far higher than that in the north of Jiangsu Province; teachers in two places are less likely to receive training and mainly concentrate on the county level, leading to the stagnation of scientific research ability in most Township school sports; the income gap between the junior middle school sports teachers in two villages and towns is too large; the junior middle school physical education teachers in two towns and villages are in addition to the daily physical education class. In addition, most of them have to undertake early exercise, large class sports activities, extracurricular sports activities, after-school sports training guidance, and after-school sports competitions and other related sports arrangements, and most of them can not be included in the workload; the leadership of the two villages and towns junior middle school schools is not enough to support the school physical education, and in the office conditions. The situation of the equipment and facilities is not ideal, especially in the northern part of Jiangsu Province. In the evaluation and evaluation, the township sports teachers often can not get the same treatment, which seriously affects the enthusiasm of the sports teachers and hinders the development of school sports. I put forward the problems described above. The following suggestions: the education departments at all levels in South of Jiangsu, North Jiangsu, improve their awareness, and gradually supervise the implementation and monitoring of the school physical education work: to improve the salary treatment of the township junior high school physical education teachers, especially to strengthen the wage support for the township teachers in the northern Jiangsu Province, and to ensure that the other sports teachers can also get the other workload in the sports extracurricular activities. The due allowance and remuneration, and in the evaluation and evaluation of the schools can be fair and fair treatment, increase the training opportunities for the sports teachers in the township middle schools, improve the quality of training, and gradually improve their business level and scientific research ability, and appropriately increase the compilation of the township physical education teachers, especially the number of female PE teachers; Enhancing the township sports teachers working conditions, improve school sports facilities; Township junior high school physical education teachers also have their own strong will, active learning, so that their work to maintain the enthusiasm and creativity, high efficiency and high quality complete the duty and mission of sports people.
