延吉市城市初中食品安全管理现状及对策研究

【摘要】:学校食品安全关系到广大青少年身体健康和生命安全,是全社会关注的焦点。近年来,学者们的研究成果很丰富,然而学校食品安全管理方面的研究,大多是卫生部门通过实地调查和食品安全检验,找出学校食品安全管理存在的漏洞,并为学校管理者提供建议,从学校管理的角度进行的调查研究则相对较少。部分学者对学校安全教育和学校应急管理进行了整体性研究,也有了相应的研究成果,但专注于学校食品安全管理方面的研究则很少。因此,本论文基于以上不足,对学校食品安全管理作一专门论述,在现有学校内外食品安全现状的研究、学校食堂管理方法研究、学校安全教育研究、学校应急策略研究基础之上,结合延吉市城市初中学校食品安全现状,找出管理问题并分析成因,给出对策性建议。本文主要采用文献法、调查法、访谈法等研究方法,对延吉市城市初中食品安全管理进行研究。问卷的设计主要参考了延边州人民政府办公室发布的《关于加强义务教育段学校食堂管理工作的意见》、延吉市教育局发布的《关于进一步加强学生午餐管理工作的通知》等政策文件,并通过访谈观察中学生饮食的情况,自制延吉市中学生食品安全管理调查问卷,分为学生问卷和教师问卷。通过对学生在校饮水、午餐、零食、食品安全教育、学校食品安全巡查督促情况、学校食品安全相关制度的建设与落实情况等方面的调查,寻找学校食品安全管理中存在的不足,并通过进一步的访谈调查分析问题成因,最后得出如下结论:(1)延吉市城市初中学校管理者重视食堂管理,学校零食管理制度落实不到位(2)延吉市城市初中学校管理者重视食品安全事故预防,事故处理相关制度落实不到位;同时,食品安全岗位责任制度未细化(3)延吉市城市初中学校缺少对教职工食品安全教育培训,学校班主任食品安全理论知识不足,缺少对学生食品安全的科学引导;与此同时,学校班主任食品安全事故处理知识经验处于一般水平,缺少食品安全应急处置能力(4)延吉市城市初中学校对规范从业人员行为的制度落实不到位,缺少对从业人员的监督,缺少对从业人员的食品安全教育培训,从业人员存在有可能带来食品安全事故的操作行为(5)受应试教育等因素影响,延吉市城市初中学校食品安全课程内容不全面,缺少对应的师资建设,学校食品安全教育活动形式单一并缺少与家长互动。学生的食品安全知识缺乏,食品安全态度一般,食品安全行为较差,有待加强最后根据以上存在的不足和问题,给出如下对策性建议:(1)建立学校食品安全管理的长效机制。具体内容为:定期培训,提升教职工食品安全意识;定期演练,提高学校食品安全应急处置能力;运用科学的管理方法;学校管理者多和师生交流;完善并落实食品安全责任制;(2)大力开展食品安全宣传教育。具体内容为:纳入教学计划,保证食品安全教育课时数;开展多种形式的食品安全教育活动;加强与学生家长的沟通。
[Abstract]:The food safety of the school is related to the health of the young people and the safety of life. In recent years, the research results of the scholars are very rich. However, the research on the safety management of the school food is mostly through the field investigation and the food safety inspection to find out the loopholes in the safety management of the school food. Suggestions are provided for school administrators and fewer investigations are carried out from the perspective of school management. Some scholars have carried out a comprehensive study on school safety education and school emergency management, and also have corresponding research results, but few studies focus on the management of food safety in schools. A special discussion is made on the food safety management of the school. On the basis of the research on the present situation of food safety in and outside the school, the study on the management method of school canteens, the school safety education research, the study of the school emergency strategy and the present situation of the food safety in Yanji city junior high school, we find out the management problems and analyze the causes, and give the countermeasures. The article mainly uses literature, investigation, interview and other research methods to study the food safety management of Yanji city junior middle school. The design of the questionnaire mainly refer to the opinions on strengthening the management of school canteens in the compulsory education section issued by the people's Government Office of Yanbian state, and the Yanji Municipal Education Bureau issued < about further strengthening study. The policy documents such as the notice of the management of the luncheon management and the interview of the middle school students were observed through interviews. The self-made questionnaire on the food safety management of middle school students in Yanji was divided into the students' questionnaire and the teacher questionnaire. The school food safety was inspected by the students' drinking water, lunch, snacks, food safety education, school food safety inspection, and the safety of the school food safety. The investigation of the construction and implementation of relevant system and other aspects, looking for the shortcomings of the school food safety management, and through further interviews and analysis of the causes of the problems, and finally draw the following conclusions: (1) Yanji city junior middle school administrators pay attention to the canteen management, school snacks management system is not in place (2) Yanji City The administrators of junior high school pay attention to the prevention of food safety accidents, and the related system of accident handling is not in place. At the same time, the responsibility system of food safety post has not been refined (3) the Yanji city junior middle school lacks the education and training of food safety education for the teachers, the school class teacher's food safety theory is insufficient, and the scientific citation of the food safety of the students is lack. At the same time, the knowledge and experience of food safety accident handling in school class teachers are in general level, and lack of emergency disposal ability of food safety (4) Yanji city junior middle school school is not in place to carry out the system of standardizing employees' behavior, lack of supervision on employees, lack of food safety education and training for employees, and employees. The operation behavior of food safety accidents (5) is affected by the examination education and other factors. The contents of food safety courses in Yanji city junior middle school are not comprehensive, lack of corresponding teacher construction, the form of food safety education activities in the school is single and lack of interaction with parents. Like, food safety behavior is poor, to strengthen the final according to the shortcomings and problems above, give the following countermeasures: (1) the establishment of the long-term mechanism of the school food safety management. Specific content: regular training, improve the awareness of food safety of the staff; regular training, improve the ability of emergency disposal of food safety in schools; application department The management method of the school; the school administrators communicate with the teachers and students; improve and implement the food safety responsibility system; (2) vigorously carry out the food safety education. The specific contents include: bringing into the teaching plan, guaranteeing the hours of food safety education, carrying out various forms of food safety education activities, and strengthening communication with the parents of students.
