河北省中小学校长培训的问题与对策研究

【摘要】:20世纪90年代,我国开始进行大规模、正规化的中小学校长培训。随着国家对中小学校长培训的关注和支持,河北省的中小学校长培训取得了一些成绩,培训制度也不断完善,但是仍然存在一些问题。为进一步推进教育创新、深化基础教育改革,全面实施素质教育,这需要校长培训者和实践者不断努力,为中小学校长培训提供改进措施、完善培训机制,增强河北省中小学校长培训的有效性。研究主要内容包括通过对河北省中小学校长培训现状进行调查和访谈,发现河北省中小学校长培训面临着目标尤显简略、培训方式略为单调、培训经费不足、培训效果评估体系不甚健全等问题。在中小学校长培训相关理论指导下,结合河北省中小学校长培训现状,分析导致现状的主要原因是培训理念更新较慢、培训管理体制不健全和培训保障机制相对薄弱,进而提出相应的解决措施:从树立校长培训是基础性建设的培训理念、提升校长综合素质的培训理念、树立校长自我培训和自我提高的培训理念三大方面更新培训理念;从加大培训经费力度、建立培训前调查体系、完善评估体系三方面建立更加完善的保障机制;调整中小学校长培训体系,使培训规范更加标准化、培训衔接更加连续化、培训结构更加系统化;丰富培训内容和培训形式。本文的研究丰富了中小学校长培训的理论依据,针对河北省中小学校长培训面临的问题提出改进措施,对中小学校长培训的持续健康发展、教育改革和素质教育的实施具有促进作用。
[Abstract]:In the 1990 s, China began to train large-scale, regular primary and secondary school principals. With the attention and support of the state to the training of primary and middle school principals, Hebei Province has made some achievements in the training of primary and secondary school principals, and the training system has been continuously improved, but there are still some problems. In order to further promote educational innovation, deepen the reform of basic education, and implement quality-oriented education in an all-round way, it is necessary for principals' trainers and practitioners to make continuous efforts to provide improvement measures and perfect training mechanisms for primary and secondary school principals' training. Enhance the effectiveness of primary and secondary school principals training in Hebei Province. The main contents of the study include the investigation and interview of the current situation of the headmasters training in primary and middle schools in Hebei Province. It is found that the training of primary and secondary school principals in Hebei Province is faced with a very simple goal, the training method is monotonous, and the training funds are insufficient. The evaluation system of training effect is not perfect and so on. Under the guidance of relevant theories of primary and secondary school principals' training, combined with the present situation of primary and secondary school principals' training in Hebei Province, this paper analyzes the main reasons leading to the present situation are the slow updating of training concepts, the imperfect training management system and the relatively weak training guarantee mechanism. Then the corresponding measures are put forward: to renew the training idea from three aspects: establishing the training idea that the principal training is the basic construction, promoting the principal's comprehensive quality, setting up the principal's self-training and the self-improvement training idea; From the aspects of increasing training funds, establishing a pre-training investigation system, perfecting the evaluation system, establishing a more perfect safeguard mechanism, adjusting the training system of primary and secondary school principals, making the training norms more standardized, and linking up the training more continuously, Training structure is more systematic; enrich training content and training form. The research in this paper enriches the theoretical basis for the training of primary and secondary school principals, and puts forward some improvement measures for the problems facing the training of primary and secondary school principals in Hebei Province, so as to improve the sustainable and healthy development of the training of primary and secondary school principals. The reform of education and the implementation of quality education have a promoting effect.
