英国基础教育第三方评价公信力建构的保障机制探析

【摘要】：公信力保障是第三方评价机构培育和发展过程中首先需要解决的难题,英国建构了一套集管理、竞争、监督、惩戒于一体的公信力保障机制。成立专门组织管理机构承接管理让渡权并实行严格资格准入、资质动态审查和服务实时监测;积极引入优质服务市场竞争机制,制订公开透明的评价体系并以服务质量和声誉求得生存;建立监督体系,实行上中下位多圈层联动的监督机制;实施失信惩戒措施,建立从信用修复到退出禁入的线性监管约束机制。
[Abstract]:The guarantee of credibility is the first difficult problem to be solved in the process of cultivation and development of third-party evaluation institutions. Britain has constructed a set of credibility guarantee mechanism which integrates management, competition, supervision and discipline. Set up special organization management organization to undertake management transfer right and carry out strict qualification access, qualification dynamic examination and real-time monitoring of service; We should actively introduce the competitive mechanism of high quality service market, establish an open and transparent evaluation system and survive on the basis of service quality and reputation, establish a supervisory system, and implement a supervisory mechanism with the linkage of upper, middle, lower and lower circles. To implement the disciplinary measures and establish a linear regulatory constraint mechanism from credit repair to withdrawal from prohibition.
