农民工职业发展需求视角下公共培训政策研究

【摘要】：企业生产技术的更新速度快于劳动力素质的提升,两者之间的失衡导致结构性失业。仅仅依靠市场由企业进行劳动力培训不能解决问题,因此,政府通过政策实施大规模的公共培训,以提升劳动力的技能水平,解决失业问题。农民工一直是公共培训的重点,政府对这一特殊群体给予了高度重视,先后出台一系列政策,开展多种形式的培训,农民工培训问题成为职业教育的研究热点。在农民工群体代际转换的背景下,以实现社会稳定为目的的公共培训的实施情况如何?农民工真正需要的公共培训是怎样的?如何完善公共培训?基于以上思考,本文从农民工发展需求视角出发,在梳理和分析公共培训政策变化及其实施情况的基础上,通过农民工问卷调研,从培训者个体的视角审视公共培训存在的问题,提出完善公共培训体系的建议,使公共培训能更好地提升农民工的职业技能,帮助他们实现职业生涯的可持续发展。本论文主要包括五章内容,具体如下:第一章是导论部分。阐述研究缘起与意义;对相关研究成果进行综述,明确本研究的基础和空间;进行研究设计;界定核心概念。第二章是公共培训发展历程的研究。基于相关政策文本,分不同阶段对我国公共培训进行梳理,归纳出不同阶段农民工培训实施情况与特点。同时通过对上海市公共培训政策及实施情况的分析,在厘定公共培训不同阶段特点的基础上,把握农民工培训的实施现状与问题。第三章是通过问卷调研,掌握上海市农民工接受公共培训的现状;并了解农民工对公共培训的实际需求,以掌握培训现状与职业发展需求之间的差距。第四章是基于农民工对公共培训的需求,通过比较,详细分析公共培训供给中存在的现实问题。第五章结合已有研究资料与调研结果,从农民工职业发展的视角,提出完善公共培训的建议与对策。
[Abstract]:The updating speed of enterprise production technology is faster than the improvement of labor quality. The imbalance between the two leads to structural unemployment. Relying on the market for labor training by enterprises alone cannot solve the problem. The government implements large-scale public training through policies to upgrade the skill level of the labor force and solve the unemployment problem. Migrant workers have always been the focus of public training. The government has attached great importance to this special group, and has successively issued a series of policies. In the context of the intergenerational transformation of migrant workers, how about the implementation of public training aimed at achieving social stability? What is the real need of public training for migrant workers? How to improve public training? Based on the above thinking, this paper, from the perspective of migrant workers' development needs, combs and analyzes the changes of public training policies and their implementation, through the survey of migrant workers questionnaire. From the perspective of individual trainers, this paper examines the problems existing in public training, and puts forward some suggestions to perfect the public training system, so that public training can better enhance the vocational skills of migrant workers. This paper mainly includes five chapters: the first chapter is the introduction, which explains the origin and significance of the research, summarizes the related research results, and clarifies the basis and space of this research. The second chapter is the research on the development course of public training. Based on the relevant policy texts, the author sorts out the different stages of public training in China. At the same time, through the analysis of Shanghai public training policy and implementation, on the basis of defining the characteristics of different stages of public training, The third chapter is to understand the status of public training of migrant workers in Shanghai through questionnaire survey, and understand the actual needs of migrant workers for public training. In order to grasp the gap between the status quo of training and the needs of professional development. Chapter four is based on the needs of migrant workers for public training, through comparison, The fifth chapter combines the existing research data and research results, from the perspective of the professional development of migrant workers, puts forward suggestions and countermeasures to improve the public training.
