浙江省新农村建设中新型农民的培养研究

【摘要】:社会主义新农村建设是推进小康社会全面建成的重要举措,是现阶段我国社会主义现代化建设事业进程中的重大历史任务,农民是新农村建设过程中的主体和重要依靠力量。要进行新农村建设、推动现代农业发展就必须大力培养有文化、懂技术、会经营的新型农民。探索和研究浙江省新型农民培养问题,对于浙江省推进新农村建设和现代农业发展具有重要的理论和实践意义。 本研究以科学发展观理论、人力资本理论和终身教育理论为基础,从政府采取的培养措施和培养组织运作情况两个方面阐述浙江省农民培养现状。通过对浙江省部分地区农民问卷调查分析,结合对一些培训机构的走访情况,总结提炼出浙江省农民培养中存在的主要问题:培训供给不足、培训供需失衡、培训质量不高、培训机构资质不高、培训后续支持不力,并从政策性障碍和实施障碍两方面指出问题存在的原因,政策性障碍主要是缺乏专门立法、管理体制不顺;实施障碍主要是经费投入不足、监督考核机制不完善、缺乏需求表达机制、基层政府重视不够。针对浙江省农民培养存在的问题及原因,借鉴国外农民培养的主要经验,结合浙江省省情,提出了加强浙江省农民培养的对策措施:完善培训地方法规,加强法制建设;健全培训管理体制,优化培训资源;增强财政支持度,建立多元投入机制;健全考核评估机制;完善激励机制。
[Abstract]:The construction of a new socialist countryside is an important measure to promote the overall construction of a well-off society and a major historical task in the process of socialist modernization construction in our country at present. The peasants are the main body and the important relying force in the process of the construction of the new countryside.In order to build a new countryside and promote the development of modern agriculture, it is necessary to cultivate a new type of peasants with culture, technology and management.It is of great theoretical and practical significance to explore and study the cultivation of new farmers in Zhejiang Province for promoting the construction of new countryside and the development of modern agriculture.Based on the theory of scientific development view, human capital theory and lifelong education theory, the present situation of cultivation of farmers in Zhejiang Province is expounded from two aspects: the training measures taken by the government and the operation of training organizations.Based on the questionnaire survey of farmers in some areas of Zhejiang Province and the visit to some training institutions, the paper summarizes the main problems in the training of farmers in Zhejiang Province: insufficient supply of training, unbalanced supply and demand of training, and low quality of training.The qualification of training institutions is not high, the follow-up support of training is weak, and the reasons for the problems are pointed out from the two aspects of policy obstacles and implementation obstacles. The main policy obstacles are the lack of special legislation and the poor management system.The main obstacles to implementation are inadequate expenditure, imperfect supervision and assessment mechanism, lack of demand expression mechanism, and insufficient attention by grass-roots governments.In view of the problems and reasons of farmers training in Zhejiang Province, this paper draws lessons from the main experiences of foreign farmers training, and puts forward some countermeasures to strengthen the cultivation of farmers in Zhejiang Province: perfecting the training local laws and regulations and strengthening the construction of legal system;Improve the training management system, optimize the training resources; strengthen the degree of financial support, establish a multi-input mechanism; improve the assessment mechanism; improve the incentive mechanism.
