我国农民工继续教育政策存在的问题与优化路径——基于“求学圆梦行动”的文本分析

【摘要】:分析各地出台的"‘求学圆梦行动’实施方案"发现,各地的实施方案基本都形成了以"学历、技能、课程、平台"为核心的政策内容结构,但都具有明显的工具本位的政策价值取向,且存在监督问责机制缺位的情况。同时各地的实施方案在政策目标、支持力度、助学服务平台建设等方面存在较大差距。该政策的优化需要以"对接需求、强化措施"为路径,提升政策的可操作性;以"回归责任、统筹发展"为核心,强化中央与省级政府的行政权威;以"制度优化,提速增效"为目标,建立政策督导与问责机制。
[Abstract]:Through the analysis of the "Action to learn and fulfill a Dream" implementation program issued by various localities, it is found that the implementation programs in various localities basically form a policy content structure with "academic qualifications, skills, courses, platforms" as the core.But they all have obvious tool-based policy value orientation and the absence of supervision and accountability mechanism.At the same time, there is a big gap in policy goal, support strength and the construction of student service platform.The optimization of the policy should take "docking demand, strengthening measures" as the path to enhance the maneuverability of the policy, strengthen the administrative authority of the central and provincial governments with the core of "returning to the responsibility for overall development", and strengthen the administrative authority of the central and provincial governments.Speed up and increase efficiency "as the goal, establish policy supervision and accountability mechanism."
