“有用无效”:贫困人口能力建设的结构性困境——以豫西Y县农村实用技术培训为例

【摘要】：基于豫西Y县农村实用技术培训的个案材料,以政府、培训机构和贫困人口的相互关系为线索,探讨贫困人口能力建设面临的挑战。结果发现,针对贫困人口的农村实用技术培训存在"有用"但"无效"的结构性困境。这种局面与培训方式、贫困人口构成等因素有关,但根本原因则是小规模、多样化的农业生产方式。小规模与多样化叠加而成的碎片化农业生产方式,使得实用技术的学习与应用属于投入多而琐碎、收益受到明显抑制的行为选择。由此出发,在精准扶贫实践中,把实用技术培训嵌入到产业化扶贫项目,与适度规模经营和延伸产业链条结合在一起,是提升培训效果、突破结构性困境的基本方向。
[Abstract]:Based on the case materials of rural practical technical training in Y County of Western Henan Province, this paper discusses the challenges faced by the construction of the capacity of the poor population in the light of the relationship among the government, training institutions and the poor population. The results show that the rural practical technical training for the poor has the structural dilemma of "useful" but "ineffective". This situation is related to training methods, poor population composition and other factors, but the fundamental reason is the small-scale, diversified agricultural production. The fragmented agricultural production mode formed by the superposition of small scale and diversification makes the learning and application of practical technology belong to the behavior choice with more and less investment and obvious inhibition of income. Therefore, in the practice of precision poverty alleviation, it is the basic direction to improve the training effect and break through the structural predicament by embedding practical technical training into the industrialization poverty alleviation project, combining with moderate scale management and extending the industrial chain.
