英国开放大学地区中心战略变化探究及启示

【摘要】：英国开放大学是世界远程开放教育领域发展的先驱和风向标,其影响是世界性的。但是,自2010年英国保守党执政以后,由于削减教育经费而导致高等教育领域发生了剧烈的变化。英国开放大学深受这一政策影响,一个突出的变化是决定关闭英格兰地区的10个地区中心,而只保留了位于米尔顿·凯恩斯的总部和苏格兰、威尔士、北爱尔兰及爱尔兰共和国的国家中心。这一变化对世界远程开放教育界来讲可谓一个巨大的震撼,给英国开放大学的员工及学生带来的变化和影响更加深远。本文分析了关闭地区中心这一决策的深层次原因及给我国远程开放教育界的启示,以期为我国开放教育系统提供一定的参考和借鉴。
[Abstract]:The British Open University is the pioneer and vane of the development of distance open education in the world, and its influence is worldwide. But since the Conservative Party came to power in 2010, cuts in education have led to dramatic changes in higher education. The Open University was deeply influenced by this policy, and one of the notable changes was the decision to close the 10 regional centres in England, with only the headquarters in Milton Keynes and Scotland, Wales, retained. The National Centre of Northern Ireland and the Republic of Ireland. This change is a huge shock to the world's open distance education community, bringing about a profound change and impact on the staff and students of the Open University in the UK. This paper analyzes the deep reasons of the decision to close the regional center and the enlightenment to the distance open education in our country in order to provide some reference and reference for the open education system of our country.
