公共政策视角下独立学院分类管理与发展研究

【摘要】：受到全球高等教育扩张与大众化风潮的影响,我国于上世纪末开始大力发展高等教育,确立了实现高等教育大众化目标。其中值得注意的是独立学院在此波高等教育扩张过程中迅速兴起,在不到十年的时间里发展到三百余所,且全部实施四年制本科教育,承担了我国近1/5普通本科生的培养任务,被视为我国高等教育扩张的主要渠道。独立学院的办学模式、办学机制与未来的发展前景也因此成为各界关注的焦点。独立学院是按照先发展后治理的模式产生的,从开始就缺少顶层制度的设计,在其发展过程中暴露出许多问题,诸如法人登记混乱、产权归属不明、内部治理结构失衡、取得合理回报的方式和标准缺失,以及难以获得国家财政支持等问题,引起了社会和学界的广泛讨论。从长远来看,借鉴国外经验,实施营利和非营利分类管理,并采取不同的政策给予相应的财政支持和政策扶持,才能更好地优化高等教育资源配置,促进独立学院健康发展。本文从公共政策引导和规范功能入手,研究分析独立学院的办学模式以及发展过程中有关国家政策目标执行的困境,并针对目前分类管理研究及实践探索中的若干关键问题进行分析,对独立学院分类管理实践提出进一步改革的思路和政策建议:一是坚持高等教育的公益性与普惠性原则,二是明晰分类管理的方式和划分标准,三是强化独立学院法人治理模式,四是加大财政支持力度优化资源配置方式,五是转变政府职能扩大独立学院办学自主权。
[Abstract]:Influenced by the global expansion and popularization of higher education, China began to develop higher education at the end of last century. It has established the goal of realizing the popularization of higher education. Among them, it is worth noting that the independent colleges rose rapidly in the course of this wave of higher education expansion, and in less than ten years, it has developed to more than 300. And the implementation of four-year undergraduate education, taking on the training task of nearly 1/5 ordinary undergraduates in China, is regarded as the main channel for the expansion of higher education in China. The mechanism of running a school and the prospect of future development also become the focus of attention. The independent college is produced according to the mode of first development and then governance, and lacks the design of the top-level system from the beginning. In the process of its development, many problems have been exposed, such as confusion of legal person registration, unclear ownership of property rights, imbalance of internal governance structure, lack of ways and standards to obtain reasonable returns. And difficult to obtain state financial support and other issues, caused a wide range of social and academic discussions. In the long run, learn from the experience of foreign countries, the implementation of profit and non-profit classification management. And take different policies to give corresponding financial support and policy support in order to better optimize the allocation of higher education resources and promote the healthy development of independent colleges. This paper studies and analyzes the running mode of independent colleges and the dilemma of implementing the national policy objectives in the course of development, and analyzes some key problems in the current research and practice of classified management. To the independent college classification management practice puts forward the further reform thought and the policy suggestion: first, adheres to the higher education public welfare and the universal nature principle, the second is to clarify the classification management way and the division standard. The third is to strengthen the corporate governance model of independent colleges, the fourth is to increase financial support to optimize the allocation of resources, and the fifth is to transform government functions and expand the autonomy of independent colleges.
