政府定位理论与高等教育管办评分离改革

【摘要】:高等教育管办评分离中政府定位研究属于基础性和开拓性研究。文章从新公共管理、公共治理、行政分权、博弈合作等政府定位理论出发,对高等教育管办评分离所关涉的问题进行梳理,继而结合高等教育改革的目标,探讨了政府定位理论在管办评分离中的重要价值和实践意义。推进高等教育管办评分离改革,应科学分析管办评权力结构,遵循高等教育客观规律,不断探索政府在管办评分离中的角色定位,逐步构建政府、高校和社会组织各主体既分离又协同的新型关系。
[Abstract]:The research on the government orientation of higher education management system is a basic and pioneering study. This paper starts from the new public management, public governance, administrative decentralization, game cooperation, and other government positioning theories, such as new public management, public governance, administrative decentralization, game cooperation, and so on. This paper combs the problems involved in the higher education management scoring system, and then discusses the important value and practical significance of the government orientation theory in the process of the higher education reform, and advances the reform of the higher education management office scoring separation. It is necessary to scientifically analyze the power structure of management and evaluation, follow the objective law of higher education, constantly explore the role of the government in the separation of management and evaluation, and gradually construct a new relationship between the government, the main bodies of universities and social organizations, which is both separate and cooperative.
