民国时期高等教育行政决策的基本范式及治理启示

【摘要】:历史地看,民国时期的高等教育行政决策具有某些可取之处,尤其是其"学为政本"的决策范式与价值取向,在相当程度上彰显了高等教育决策所应追求的专业科学特性、学者主导地位和民主开放氛围。以史为鉴,在当前的高等教育改革发展中,我们有必要深入研究、认真总结和理性借鉴民国时期高等教育决策的经典案例及其有益启示,以助益于高等教育"去行政化"的治理变革和中国特色现代大学制度的建设。
[Abstract]:Historically, the administrative decision-making of higher education in the period of the Republic of China has some merits, especially its decision-making paradigm and value orientation of "learning is the basis of politics", which to a certain extent reveals the professional and scientific characteristics that should be pursued in the decision-making of higher education. Scholars are dominant and democratic and open atmosphere. Taking history as a mirror, in the current development of higher education reform, it is necessary for us to study deeply, sum up and rationally draw lessons from the classic cases of higher education decision-making during the period of the Republic of China and its beneficial enlightenment. In order to help the higher education "deadministrative" governance reform and the construction of modern university system with Chinese characteristics.
