分层与断裂:“金砖四国”高等教育的结构风险初探

【摘要】:过去30年里,"金砖四国"的高等教育系统在政府主导下经历了"赶超式"发展。通过院校分层、教育分流和资源分化三个政策工具的使用,四国在高等教育数量和质量方面实现了跨越发展,但同时也积累了一定结构性风险。"三分叠加"在高等教育系统内部可能会导致院校分层谱系的断裂,在高等教育系统外部则可能导致社会阶层的断裂。"金砖四国"作为全球高等教育格局中最有可能突破边缘并对中心部分构成挑战的国家,这种结构性风险需要人们引起注意。
[Abstract]:Over the past 30 years, the BRICS higher education system, led by the government, has experienced a "catch-up" development. Through the use of three policy tools, namely, the stratification of colleges and universities, the diversion of education and the differentiation of resources, the four countries have achieved leapfrogging development in the quantity and quality of higher education, but at the same time, they have accumulated certain structural risks. " Triplet superposition "may lead to the fracture of hierarchical pedigree in colleges and universities within the higher education system, and may lead to the fracture of social strata outside the higher education system." The BRIC countries, as the countries most likely to break through the margins and challenge the central part of the global higher education landscape, need attention to this structural risk.
