澳大利亚以高校准入排名为基础的高校招生制度研究

澳大利亚高校招生制度又被称为ATAR招生制度,因为澳大利亚高校准入排名(ATAR)是判断入学资格的主要标准。2009年,当时的教育部部长茱莉亚·吉拉德(后为2010至2012年的澳大利亚总理)宣布ATAR将作为一个全国性的标准取代各州实施的高校准入标准,这标志着澳大利亚向全国统一的高校招生制度迈出了重要一步。在采用ATAR之前,澳大利亚各州主要采用形式各异的百分制高校准入排名,数值为0至99.95(新南威尔士州的最高值为100)。昆士兰州采用不同的分段式排名,将学生按照高中毕业成绩分为25个段位。各州的高校招生中心集中组织协调高校招生流程,减轻高校的行政负担,以便于高校集中资源于教育与研究。同时,高校仍享有相应的自主权来决定招生标准和招生流程。通过探究国际现行的招生制度,澳大利亚各州现行ATAR制度的差异以及政府建立全国课程标准和高中毕业证书制度的进程,本文试图分析澳大利亚建立一个全国统一的招生制度的可能性。同时,本文试图从党派政治分歧、由历史因素造成的联邦与各州的关系等角度分析在实现招生制度全国化进程中的障碍。2012年澳大利亚政府取消高校招生限额,2014年政府提案取消对于高校学费...
