农村义务教育阶段标准化学校布局问题研究

【摘要】: 农村义务教育阶段标准化学校建设是建设社会主义新农村,构建和谐社会的重要内容,也是促进城乡教育均衡发展,实现教育公平的重要举措。标准化学校建设首先面临的问题就是如何合理布局。标准化学校的合理布局可以缓解当前因学校布局不合理引发的一系列问题,也可以提高教育资源的利用效率,还将形成我国农村义务教育发展的整体框架。各地标准化学校的数量、规模和建设标准决定了全国农村义务教育学校分布的新格局。以国家农村教育布局调整为契机,研究义务教育阶段标准化学校建设的布局问题具有重要的现实意义。 当前学校建设布局中存在很多问题,原有的学校布局已经不能适应农村义务教育发展需要,国家布局调整和标准化学校建设都需要一个合理的学校布局标准体系。本研究主要是通过文献阅读,教育统计数据分析,以农村义务教育阶段标准化学校建设的数量、规模和校址等学校布局问题为分析维度,着重研究影响农村义务教育阶段标准化学校布局的主要因素,分析各因素影响布局的内部机理。 合理的学校布局应主要参考各地区内的经济发展水平、地理条件、人口状况、交通条件、国家相关政策、文化特征以及原有的学校建设基础等因素。依据这些因素探索标准化学校建设的数量标准、规模标准和选址标准,形成一个可以在农村义务教育阶段标准化学校建设中具有指导意义的布局标准体系,以此有效推动全国农村义务教育阶段标准化学校建设的实施。
[Abstract]:The construction of standardized schools in the stage of compulsory education in rural areas is not only an important part of building a new socialist countryside and a harmonious society, but also an important measure to promote the balanced development of education between urban and rural areas and to realize educational fairness. The first problem that the construction of standardized school faces is how to arrange reasonably. The rational distribution of standardized schools can alleviate a series of problems caused by the unreasonable layout of schools at present, improve the utilization efficiency of educational resources, and form the overall framework of the development of compulsory education in rural areas in China. The number, scale and construction standard of the standardized schools decide the new pattern of the distribution of the rural compulsory education schools. It is of great practical significance to study the layout of standardized schools in compulsory education by adjusting the distribution of rural education. At present, there are many problems in the layout of school construction, the original school layout can no longer meet the needs of the development of rural compulsory education, and the adjustment of national layout and the construction of standardized schools require a reasonable school layout standard system. This research is mainly through literature reading, education statistics data analysis, with the rural compulsory education stage of standardized school construction of the number, scale and location of school layout issues as the analysis dimension. The main factors affecting the layout of standardized schools in rural compulsory education are studied, and the internal mechanism of these factors is analyzed. The reasonable school layout should mainly refer to the economic development level, geographical condition, population condition, traffic condition, relevant national policy, cultural characteristics and the foundation of school construction. According to these factors, this paper explores the quantity standard, scale standard and site selection standard of standardized school construction, and forms a layout standard system which can be used to guide the construction of standardized school in the stage of rural compulsory education. In order to effectively promote the implementation of national rural compulsory education stage of standardized school construction.
