基于人口流动的湖北省农村义务教育资源配置研究

【摘要】: 近年来,随着我国经济的迅猛发展特别是城镇化进程的加快,农村人口向城镇转移的速度呈现逐年加快的趋势。农村人口的迁移,造成教育需求特别是义务教育需求的区域波动,进而需要对农村义务教育资源配置进行调整。论文以经济学包括区域经济学和产业经济学、产权经济学和教育经济学关于资源配置的理论为基础,以义务教育产品的性质及其资源配置方式为依据,综合运用规范研究方法和实证研究方法对基于人口流动背景下的湖北省农村义务教育资源配置的相关问题进行了分析和探讨。 论文认为,义务教育是国家依照法律规定对适龄儿童、少年实施一定年限的强迫教育、免费教育和普及教育。义务教育从应然的层面来说是纯公共品,而从实然的层面来说,是地方性公共品。教育产权理论、规模经济和范围经济理论是义务教育资源配置的理论基础。义务教育资源配置的原则应该是“公平优先、兼顾效率”。义务教育资源配置效率评判的标准应该是在公平优先的前提下,以规模经济和范围经济理论为基础,实现教育资源配置的帕累托最优和效益最大化。义务教育的公共品属性决定了其产权界定应该是国有产权,因而义务教育应该也只能由国家通过财政和税收等手段,为所有适龄儿童提供,资源由政府来进行配置。 除了区位条件、自然环境、经济社会基础等因素外,人口特别是人口流动对义务教育的资源配置也有着重要的影响。农村人口的流动,一方面为我国实现全面普及农村义务教育和提高农村义务教育质量提供了机遇:另一方面直接影响着农村义务教育的人力、财力和物力的配置,并且随着城镇化进程的加快,也必然对城镇义务教育资源配置产生强大的冲击。 实施农村义务教育保障机制以来,湖北省的农村义务教育得到了较大的发展,与全国的农村义务教育和湖北省城镇义务教育发展水平的差距有所缩小。但是,湖北省农村义务教育资源配置与全国和湖北省城镇水平的差距还十分明显,这也成为制约湖北省农村义务教育乃至整个义务教育稳固发展的最大障碍。随着城镇化进程的加快,湖北省农村义务教育适龄人口在2005——2010年总体上呈现下降的态势,但自2009年以后适龄人口的变动将趋于平稳,这为实现全免费的、高质量的农村义务教育提供了良好的外部环境和条件;但农村义务教育原有的底子薄,教师素质较低且结构性缺编、教育经费短缺比较严重等问题的存在,需要包括中央在内的各级政府进一步加大对农村义务教育的投入,同时要通过寄宿制等调整农村中小学布局,提高规模效益;通过实施免费培训、鼓励优质教师流动、信息化建设等措施提升农村中小学教师及管理队伍的整体素质,巩固提高教育质量;通过举办农民文化技术培训、教师增加授课门数等提高农村义务教育资源配置的内部效率。
