粤港联合实验室管理与运行机制的初探

【摘要】：粤港联合实验室在我国是新生事物,它的发展和壮大是加快我国联合实验室及重点实验室建设的一个重要途径。现结合再生医学联合实验室的实例,对粤港联合实验室管理运行机制,从合作方式、主任国际招聘、目标管理制、团队双轨制、竞争淘汰制、专职技术人员、培养人才、交流互访等多角度进行探索和尝试,详细剖析成功要素、存在问题与解决对策,从明确职能、统一管理、科学评价标准、知识产权、信息共享系统、创新体制等多方面提出了新管理理念和新机制,以期对我国粤港联合实验室建设及发展提供借鉴与参考,提高管理水平。
[Abstract]:The Joint Laboratory of Guangdong and Hong Kong is a new thing in our country. Its development and expansion is an important way to speed up the construction of joint laboratories and key laboratories in China. Examples are now Joint Laboratory for regenerative medicine, the joint laboratory management and operation mechanism, to explore and try from the perspective of cooperation, director of international recruitment, target management system, dual system, competitive team elimination, full-time technical staff, personnel training, exchange visits, the problems and Countermeasures of the detailed analysis of success factors and, from the clear function, unified management, scientific evaluation standards, intellectual property, information sharing system, system innovation and put forward new ideas and new management mechanism in many aspects, with a view to our joint laboratory construction and development for reference, improve the management level.
