“分权计划经济”时期的普通教育发展:经济史的再考察

【摘要】:1956-1978年中国普通教育发展异常迅速这一现象与现有文献既有结论存在相当的不同,通过检验发现,人口结构变迁和教育机构扩展等供给方面备选解释不能够成为这次教育异乎寻常发展的原因,需求视角的解释应该引起关注。通过一个需求视角理论模型推演发现,中国计划经济存在的两个独特性特征:分权和平均主义,可以从教育需求层面上强化居民家庭教育投资激励,进而推动中国普通教育的迅速发展。理论推演基础上使用统计资料、地方志和企业志等经济史材料进行的类实证检验,以"分权计划经济"时期地方官员数量、地方政府投资与企业招工、平均主义思潮为脉络,进一步验证了理论演绎过程逻辑链条的重要环节。结果证实,是中国计划经济的独特性特征引发了这一时期的普通教育扩展,这一结论对计划经济研究和普通教育研究具有启示意义。
[Abstract]:The phenomenon of abnormal rapid development of general education in China from 1956 to 1978 is quite different from the existing conclusions of the existing literature. Alternative explanations on the supply side, such as demographic changes and the expansion of educational institutions, cannot be the reason for the extraordinary development of education. The explanation of the demand perspective should be of concern. There are two unique characteristics of planned economy in China: decentralization and equalitarianism, which can strengthen the incentive of family education investment from the level of educational demand. Then promote the rapid development of general education in China. On the basis of theoretical deduction, the number of local officials in the period of "decentralized planned economy" is tested by using the economic history materials such as statistics, local chronicles and enterprise records. Local government investment and enterprise recruitment, equalitarianism as the thread of thought, further verify the theoretical deductive process of the logical chain of important links. The results confirmed that the unique characteristics of China's planned economy led to the expansion of general education in this period. This conclusion has the enlightenment significance to the planned economy research and the general education research.
