【摘要】：随着学历教育大众化的推进，民办学校面临前所未有的发展机遇，但办学资金紧张问题日益凸显，成为制约民办学校健康可持续发展的最大阻力。我国民办学校产权结构欠合理，产权制度并不完善，民办学校投资者所承担的权利与义务也不相称。民办学校投资者虽然承担了投资风险，但却不能享受财产的收益权。本文对国内外民办学校所处的法律环境、经费来源与融资渠道、民办学校的管理结构等三方面做了较为详尽的分析，最后提出了我国国际（民办）学校的融资对策。本文主要的研究内容如下： 1)较为详尽的分析了美国、法国等欧美国家的私立学校所处的法律环境、经费来源与融资渠道、政府管理等。为提出适合我国国情的民办学校的融资方式提供一定的参考价值。 2)详尽的分析了我国民办学校所处的法律环境、经费来源与融资渠道、政府管理等。并分析了这3个方面目前存在的问题，以期为后续提出融资对策提供基础。 3)从政策和法律支持、国际（民办）学校与资本市场的联姻、国际学校的自我完善3个方面，，提出融资的解决方案。
[Abstract]:With the popularization of academic education, private schools are faced with unprecedented opportunities for development, but the shortage of funds for running schools has become increasingly prominent, which has become the biggest resistance to the healthy and sustainable development of private schools. The property right structure of private schools in our country is unreasonable, the property right system is not perfect, and the rights and obligations undertaken by private school investors are not commensurate. Although private school investors bear the investment risk, they can not enjoy the income right of property. This paper makes a detailed analysis of the legal environment of private schools at home and abroad, the sources of funds and financing channels, and the management structure of private schools, and finally puts forward the financing countermeasures of international (private) schools in China. The main contents of this paper are as follows: 1) A detailed analysis of the legal environment, funding sources and financing channels, and government management of private schools in the United States, France and other European and American countries. It provides a certain reference value for the financing way of the private schools suitable for our country's national conditions. 2) analyzing the legal environment, funding sources and financing channels of private schools in China. It also analyzes the existing problems in these three aspects in order to provide the basis for the financing countermeasures. 3) from three aspects of policy and legal support, the marriage of international (private) schools and capital market, and the self-improvement of international schools, the paper puts forward the solution of financing.
