东营市河口区义务教育均衡发展研究

【摘要】:义务教育是提升国民素质,实现中国梦的伟大工程。教育能够为当地社会的不间断发展提供智力支持和人才支撑。近年来随着经济社会各项事业的加速发展和人民生活水平的不断提高,地域之间、城乡之间和群体之间经济发展水平的差异愈来愈明显。与此同时,地区、城乡、校际之间的严重失衡现象也普遍存在于教育领域,特别是在办学条件、资金投入、师资力量和教育质量上。因此,缩小城乡差距,推进城乡教育均衡发展,是我国教育改革的主旋律,是加快城镇化建设的根本保障,是办好人民满意教育的必由之路,是实现伟大中国梦的重要举措。近十年来,在推进义务教育均衡发展方面,经过河口区的不懈努力,有了明显的提高,并且把追求高质量、高水平的均衡作为当代教育的新目标,逐步走出一条独具河口区特色的城乡教育均衡发展之路。因此本文选取具体的县区作为研究对象,通过大量的查阅文献资料和实际调查研究,全面分析了河口区义务教育的现状,以此给我国其它县区的义务教育均衡发展给予启发。。本文首先介绍了了义务教育均衡发展的相关概念和理论基础,重点从义务教育均衡发展的定义、内涵、失衡的现状和原因以及均衡发展的实践意义进行详细阐述。通过对义务教育阶段学校的实际调查和研究的基础上,分析河口区义务教育发展的现状,重点分析河口区义务教育出现失衡的背景和原因。在此基础上,以国外义务教育均衡发展比较成功的国家为例,进行深入的分析,如美国、日本、欧洲等,得出了义务教育均衡发展的重要启示。最后本文立足东营市河口区的教育发展的现状,提出河口区应该构建义务教育均衡发展保障体系,培养优良均衡的师资力量和进一步改善教学硬件软件设施等建议。本文的创新点在于:对东营市河口区义务教育均衡发展的现状,问题和原因作了比较全面的分析和研究,并根据相关理论和国内外可供借鉴的成功经验从政府,学校和社会等几个方面探讨了促进义务教育均衡发展的可供参考的有效途径。
[Abstract]:Compulsory education is a great project to improve national quality and realize Chinese Dream. Education can provide intellectual support and talent support for the continuous development of local society. In recent years, with the rapid development of economic and social undertakings and the continuous improvement of people's living standards, the difference of economic development level between regions, urban and rural areas and groups is becoming more and more obvious. At the same time, the serious imbalance between the regions, urban and rural areas, and between schools also exists in the field of education, especially in the conditions of running a school, the investment of funds, the strength of teachers and the quality of education. Therefore, narrowing the gap between urban and rural areas and promoting the balanced development of urban and rural education is the main melody of educational reform in China, the fundamental guarantee of speeding up the construction of urbanization, the only way to run a satisfactory education for the people, and an important measure to realize the great Chinese Dream. In the past ten years, in promoting the balanced development of compulsory education, through the unremitting efforts of Hekou District, there has been a marked improvement, and the pursuit of high quality and high level balance has been regarded as the new goal of contemporary education. Step by step out of a unique Hekou District characteristics of urban and rural education balanced development road. Therefore, this paper selects specific counties and districts as the research object, through a lot of literature and actual investigation and research, comprehensively analyzes the current situation of compulsory education in Hekou District, in order to give inspiration to the balanced development of compulsory education in other counties and regions of our country. This paper first introduces the concept and theoretical basis of the balanced development of compulsory education, focusing on the definition of balanced development of compulsory education, connotation, the status quo and reasons of imbalance and the practical significance of balanced development. Based on the investigation and study of the schools in the compulsory education stage, this paper analyzes the present situation of the development of compulsory education in the Hekou area, and emphatically analyzes the background and causes of the imbalance in the compulsory education in the estuary area. On the basis of this, taking the countries with relatively successful balanced development of compulsory education abroad as an example, this paper makes an in-depth analysis, such as the United States, Japan, Europe and so on, and draws the important enlightenment of the balanced development of compulsory education. Finally, based on the present situation of education development in Hekou District of Dongying City, this paper puts forward some suggestions such as constructing a balanced development guarantee system of compulsory education in Hekou District, cultivating excellent and balanced teachers and further improving the teaching hardware and software facilities. The innovation of this paper lies in: the present situation, problems and reasons of the balanced development of compulsory education in Hekou District, Dongying City, are analyzed and studied comprehensively, and according to the relevant theories and successful experiences at home and abroad, the government can draw lessons from the government. This paper probes into some effective ways to promote the balanced development of compulsory education from the aspects of school and society.
