深圳市南山区民办基础教育管理问题及对策研究

【摘要】:百年大计,教育为本。在我国,政府承担着提供教育的主体责任,从基础教育到高等教育,公办学校都是主体,存在区域发展不均衡,浪费与低效并存。公共选择理论认为,政府是由人组成的,而人的本质是经济人,以追求自身利益最大化为目标,因此政府失灵是政府本质的表现,是不可避免的。政府有其自身利益追求,教育在政府的决策过程中很难占据首要地位,那么,如何规避政府失灵,有效增加教育供给,民办教育就提供了一个很好的解决问题的发展思路。深圳市南山区经济社会比较发达,历经二十余年发展,民办教育已成为南山教育事业的重要组成部分。一方面市民整体文化素质比较高,优质民办学校通过开展国际合作、引进国际优质教育资源、打造国际化教育队伍,满足了这部分市民对特色化、国际化的选择性教育的需求。另一方面,南山区地少人多,有大量的来深建设者,他们中部分因公办基础教育学位不足,或者因政策制约,而无法入读公办学校;民办学校的存在解决了公办学位缺口问题,满足了这部分来深建设者子女的入学需求。目前南山区民办基础教育管理力量不足,在宏观统筹、布局上存在不合理之处,又因政策法规滞后,监管及扶持效果有限,社会需求与区域教育发展规划存在矛盾。南山区世界级创新型滨海中心城区的发展定位,要求有与之相适应的优质均衡发展的基础教育,包括民办教育。随着国家及省市入学政策的调整,越来越多的来深建设者子女可以享受到公办教育资源。在此基础上,南山民办教育要逐渐发展成为优质教育资源的代表。本文基于公共服务社会化方面的主流成熟理论,根据南山实际的区情,从政府管理角度,介绍了南山区民办基础教育管理的发展历程与现状,指出南山区民办基础教育管理的问题所在,分析研究如何更好的进行顶层设计、加强宏观统筹,分类管理与扶持,转变监管方式,加强民办教育供给侧结构性改革,推进南山教育优质均衡发展,满足南山社会对民办教育的多样性需求。
[Abstract]:Education is the foundation of a hundred-year plan. In our country, the government undertakes the main responsibility of providing education, from basic education to higher education, public schools are the main body, there is imbalance in regional development, waste and inefficiency coexist. The theory of public choice holds that the government is composed of human beings, and the essence of human beings is economic man, whose goal is to pursue the maximization of their own interests. Therefore, government failure is the manifestation of the essence of government and is inevitable. The government has its own interests, education is difficult to occupy the primary position in the government decision-making process, so how to avoid the government failure, effectively increase the supply of education, private education provides a good way to solve the problem of development. The economic and social development of Nanshan District of Shenzhen City is relatively developed, after more than 20 years of development, private education has become an important part of Nanshan education. On the one hand, the overall cultural quality of the citizens is relatively high, the high-quality private schools through international cooperation, the introduction of international high-quality educational resources, to create an international education team, to meet the needs of this part of the public to the special, international selective education needs. On the other hand, there are few people in Nanshan District, and there are a large number of people who have come to build deep schools. Some of them are unable to enroll in public schools because of insufficient public basic education degrees or because of policy constraints. The existence of private schools has solved the problem of the gap between public education degrees. To meet this part of the construction of the children of the needs of admission. At present, the management power of the private elementary education in Nanshan district is insufficient, the macroscopic overall planning and layout are unreasonable, and because of the lag of policies and regulations, the effect of supervision and support is limited, there are contradictions between the social demand and the regional education development plan. The development orientation of the world-class innovative coastal central city in Nanshan area requires a high quality and balanced development of basic education, including private education. With the adjustment of national and provincial entrance policy, more and more children can enjoy public education resources. On this basis, Nanshan private education should gradually develop into a representative of quality educational resources. Based on the mainstream mature theory of the socialization of public service, according to the actual district situation of Nanshan, this paper introduces the development course and present situation of the management of non-governmental basic education in Nanshan from the angle of government management. This paper points out the problems in the management of private basic education in Nanshan District, and analyzes and studies how to better carry out the top-level design, strengthen the macro overall planning, classify management and support, change the mode of supervision, and strengthen the supply-side structural reform of private education. To promote the balanced development of Nanshan education, to meet the diversity of the needs of Nanshan society for private education.
