指向义务教育均衡优质发展的学校标准化建设路径——基于政策目标与政策手段的分析

【摘要】:促进义务教育均衡优质发展,需优先推进学校标准化建设,并把学校标准化建设作为推进义务教育均衡优质发展的适切路径。实际上,学校标准化建设具有促进义务教育均衡发展与优质发展的双重目标,它在指向义务教育均衡发展的同时,也成为优质学校建设的前提和特色学校发展的路径。因此,唯有完善义务教育学校标准化建设的政策工具,才能发挥义务教育学校标准化建设政策手段的作用,指向义务教育均衡发展与优质发展政策目标的实现。
[Abstract]:To promote the balanced and high quality development of compulsory education, it is necessary to give priority to the construction of school standardization, and take the construction of school standardization as the appropriate way to promote the balanced and high quality development of compulsory education. In fact, the construction of school standardization has the dual goal of promoting the balanced development of compulsory education and the development of high quality. It not only points to the balanced development of compulsory education, but also becomes the premise of the construction of high-quality schools and the path of the development of characteristic schools. Therefore, only by perfecting the policy tools of the standardization construction of compulsory education schools can we bring into play the role of the policy means of the standardization construction of compulsory education schools, and point to the realization of the policy objectives of balanced development of compulsory education and quality development.
