社会组织参与教育评价的制度障碍及其突破

【摘要】：支持社会组织开展教育评价是推进教育管办评分离的重要举措,但既有的制度安排制约了社会组织参与教育评价的积极性。针对这些制度障碍,本文提出可从以下层面予以突破:创新社会组织登记与管理制度,激发社会组织活力;建立教育评价职能转移与承接制度,发挥社会组织教育评价功能;建构非营利性资源保障制度,扶持社会组织发展;建立教育决策咨询制度,扩大社会组织教育评价影响力;加强社会组织内部治理制度建设,提升教育评价专业能力。
[Abstract]:Supporting social organizations to carry out educational evaluation is an important measure to promote the separation of educational management and evaluation, but the existing institutional arrangements restrict the enthusiasm of social organizations to participate in educational evaluation. In view of these system obstacles, this paper puts forward that we can break through from the following aspects: innovating the registration and management system of social organizations, stimulating the vitality of social organizations, establishing the transfer and undertaking system of educational evaluation functions, giving full play to the educational evaluation functions of social organizations; To construct non-profit resource guarantee system, to support the development of social organizations, to establish educational decision-making consultation system, to expand the influence of social organization education evaluation, to strengthen the construction of internal governance system of social organizations, and to enhance the professional ability of educational evaluation.
