义务教育免试就近入学实施状况调查研究——以天津市为例

【摘要】:免试就近入学政策体现了义务教育的公共性、全民性与公平性,折射出保障学龄儿童平等受教育权的积极的价值取向。科学、客观的考察义务教育免试就近入学政策的实施状况,可以为各级政府的政策调整与完善提供现实依据。课题组从政策满意度、认可度、必要性、阻力等方面设计了针对天津市义务教育免试就近入学政策实施状况的调查问卷。从数据的统计结果看,该政策的普及程度较高,获得了家长和教师的普遍认可与支持,但在实施过程中依然存在诸多问题。有效推进实施义务教育免试就近入学政策,应从以下措施入手:完善政策,加大宣传,获得民意支持;改善政策实施环境,促进义务教育均衡发展;健全监督机制,加强责任追究。
[Abstract]:The entrance policy of non-exam-free education reflects the publicity, universality and fairness of compulsory education, and reflects the positive value orientation of ensuring the equal right of school-age children to receive education. A scientific and objective investigation of the implementation of the entrance policy of compulsory education free from examination can provide a realistic basis for the adjustment and improvement of the policies of the governments at all levels. From the aspects of policy satisfaction, acceptance, necessity, resistance and so on, the research group designed a questionnaire for the implementation of the entrance policy of compulsory education in Tianjin. According to the statistical results, the policy is widely accepted and supported by parents and teachers, but there are still many problems in the process of implementation. In order to promote the implementation of compulsory education entrance policy, we should start with the following measures: perfecting the policy, increasing publicity, obtaining public support, improving the implementation environment of the policy and promoting the balanced development of compulsory education; We will improve the supervision mechanism and strengthen accountability.
