上海市义务教育学校发展规划制定研究

【摘要】:随着社会的高速发展,基础教育领域的竞争日渐激烈,严峻的挑战改变了学校的生存策略,学校必须通过主动筹谋规划来引导学校的发展和变革。作为上海市基础教育的施行主体,上海市各区的义务教育学校的发展规划现状如何,存在哪些问题,可以从哪些方面着手完善,本研究就此进行了分析和探讨。本研究以上海市各区义务教育学校的发展规划制定情况为研究对象,运用文献法、访谈法、比较法,对31所义务教育学校的规划文本及制定过程进行了考察、描述与分析。通过现状分析,本研究发现各校规划文本存在以下主要问题:校情分析理性思考不足,停留在对现实的简单反映层面;目标设置不够清晰具体;优先发展项目设置过多或缺失;工作措施细化不足,达成标志没有尽可能量化;保障系统内容缺乏指导性。在学校发展规划的制定过程方面,各校存在民主参与流于形式、学校在督导过程中主体性发挥不足两大问题。针对上述问题,本研究从规划文本内容和规划制定过程两方面提出了令学校发展规划制定工作更趋完善的建议,主要包括:在规划文本方面,要加强理性分析,避免停留在对现实情况的直观反映层面;灵活使用更多样的分析方法;对目标设置相关概念建立起清晰的认识;注意目标设置与文本前后部分的衔接;使用简洁、精确的语言表述方式;注意优先发展项目的数量和质量;加强工作措施的细化和达成标志的量化;丰富保障系统的内容;对学校预算等环节予以充分重视。在规划制定过程方面,要为教师营造更有利的民主参与氛围;为学校的弱势群体建立意见表达渠道,让参与方所代表的利益更多元、更能体现大多数人的利益;学校在与教育行政部门的沟通中应更为积极主动,引导教育行政部门为己创造有利条件;为相关人员提供具有针对性的培训;教育行政部门应对各区学校发展规划的工作进行统一规范。
[Abstract]:With the rapid development of society, the competition in the field of basic education is increasingly fierce, the severe challenge has changed the survival strategy of the school, the school must actively plan to guide the development and change of the school. As the main body of basic education in Shanghai, the present situation, problems and aspects of the development planning of compulsory education schools in Shanghai are analyzed and discussed in this paper. Taking the development planning of compulsory education schools in different districts of Shanghai as the research object, this study investigated the planning texts and the formulation process of 31 compulsory education schools by using the methods of literature, interview and comparison, and described and analyzed them. Through the analysis of the present situation, this study finds that the school planning text has the following main problems: lack of rational thinking on school situation analysis, staying at the level of simple reflection of reality; goal setting is not clear enough; priority development project setting is too much or missing; The work measure is insufficient, the mark is not quantized as much as possible; the content of the guarantee system is lack of guidance. In the process of making school development plan, there are two problems of democratic participation in each school, and the subjectivity of the school in the process of supervision is less than two major problems. In view of the above problems, this study puts forward some suggestions to make the school development planning more perfect from the aspects of the content of the planning text and the process of making the plan, including: in the aspect of the planning text, it is necessary to strengthen the rational analysis. Avoid staying at the level of intuitive reflection of the reality; Flexible use of more diverse analytical methods; establish a clear understanding of the relevant concepts of target setting; pay attention to the cohesion of the target setting and the text before and after; use concise and accurate language expression; Pay attention to the quantity and quality of priority development projects; strengthen the refinement of work measures and the quantification of achievement marks; enrich the contents of the guarantee system; give full attention to the school budget and other links. In the planning and formulation process, it is necessary to create a more favorable atmosphere of democratic participation for teachers, to establish channels of opinion expression for the disadvantaged groups in schools, so that the interests represented by the participants can be more yuan, and the interests of the majority of people can be more reflected; Schools should be more proactive in the communication with the education administration, guide the education administration to create favorable conditions for themselves, and provide relevant personnel with targeted training; The administrative department of education shall unify and standardize the work of school development planning in each district.
