【摘要】: 教育督导是督导机构按照国家的教育法律、法规、方针和政策对下级政府的教育工作、下级教育行政部门和学校的工作进行监督、检查、评价和指导。教育督导是现代教育管理中不可或缺的重要组成部分,是现代教育管理的重要手段之一。近年来,教育工作者在逐步认识到教育督导的重要地位的同时,也发现我国教育督导工作还存在着一系列的问题,归纳起来主要有:督导制度不尽完善、督导机构设置形式混乱、督导队伍问题重重、督导权威缺失、重“督政”轻“督学”、民办学校督导缺失、督导信息收集和督导评估过程中均存在许多不足,这一系列的问题严重阻碍了教育督导的发展,不利于充分发挥其对教育的有效指导和监控作用。因此,课题研究具有理论与现实意义。具体主要从教育督导的理论基础,我国教育督导现存的问题,对问题的原因剖析及今后的发展对策这四大方面入手进行研究,并提出构建完善的教育督导政策体系、督导管理体制转型、督导评估模式与方法变革、加快督导专业化进程等发展对策。
[Abstract]:Educational supervision is a supervision institution that supervises, examines, evaluates and guides the educational work of lower level governments, educational administrative departments and schools according to the state's educational laws, regulations, principles and policies. Education supervision is an indispensable part of modern education management, and it is one of the important means of modern education management. In recent years, educators also gradually realize the importance of educational supervision, educational supervision work in our country also found that there are a series of problems, are mainly summed up: the supervision system is not perfect, supervision organization, supervision team of heavy chaos, lack of authority, supervision of administrative supervision light "supervision" of private schools, lack of supervision, supervision of information collection and supervision and evaluation process are to exist many problems, these problems have seriously hindered the development of educational supervision, is not conducive to give full play to the education of the effective guidance and monitoring. Therefore, the research of the subject is of theoretical and practical significance. Mainly from the theoretical basis of educational supervision, educational supervision problems existing in our country, analyzes the reason of the problems and Countermeasures for future development of the four aspects of research, and made a perfect educational policy system, supervision and management system transformation, supervision and evaluation mode and method reform, accelerate the process of the development of professional supervision countermeasures.
