大连市民办教育发展现状及对策研究

【摘要】: 经过20余年的发展,我国民办教育已成为终身教育体系的重要组成部分。2003年以来,大连市民办教育发展迅速,满足了市民多样化教育需求。但是,民办教育事业发展仍存在着学校和学生显著减少、教育质量和可信度不高等诸多问题。本文将从大连民办教育发展现状出发,结合社会经济发展状况,通过调查研究和访谈,认为民办教育存在问题的原因主要有八个方面:一是政府社会责任的片面履行;二是政策环境限制民办学校发展;三是大连籍适龄人口数显著减少,学生质量降低;四是民办学校教师队伍不稳、质量不高:五是民办学校自身定位和办学特色有待明晰;六是民办学校内部管理有待提高;七是举办者素质影响民办学校发展;八是民办学校资金链紧张增大办学风险。基于如上分析,提出五个方面针对性政策建议,一是营造良好的政策环境,大力支持民办教育发展;二是主动服务,搭建平台,推动民办教育持续发展;三是加大监管力度,完善评估、信息公示制度,促进学校规范发展;四是民办学校要准确定位、重视教师、提高质量、确保资金安全,努力实现可持续发展;五是未雨绸缪,建立风险防范和应急处理机制,努力实现大连市民办教育健康、有序、可持续发展。
[Abstract]:After more than 20 years of development, private education in China has become an important part of the life-long education system. Since 2003, the private education in Dalian has developed rapidly, which has met the needs of the citizens' diversified education. However, there are still many problems in the development of private education, such as the significant reduction of schools and students, the poor quality of education and low credibility. This paper from the perspective of the development of Dalian private education, combined with the development of social economy, through investigation and interview, the reason that private education problems mainly has eight aspects: one is the one-sided performance of government social responsibility; two is the policy environment restrict the development of private schools in Dalian province; three is a significant reduction of the number of school-age population, students the quality is reduced; four is the private school teachers is not stable, the quality is not high: five is a private school self positioning and characteristics to be clear; the six is the internal management of private schools should be improved; seven is the sponsor quality affects the development of private schools; eight private schools is the capital chain tension increases the risk of running schools. Based on the above analysis, put forward specific policy recommendations on five aspects, one is to create a favorable policy environment, vigorously support the development of private education; two is the active service, to build a platform to promote the sustainable development of private education; three is to strengthen supervision, improve the assessment, information publicity system, promote and regulate the development of schools; four private school accurate positioning, and improve the quality of teachers, to ensure the safety of funds, efforts to achieve sustainable development; five is a rainy day, the establishment of risk prevention and emergency handling mechanism to achieve Dalian private education healthy, orderly and sustainable development.
