管理的配置职能及其在教育中的应用研究

【摘要】: 在一定的空间和时间内,资源是有限的,资源的供给总是处在某种稀缺之中,制约甚至威胁着人类的生存以及社会的发展。资源的合理配置可以有效缓解资源短缺和需求不断增长的矛盾。资源的使用要在有效计划、组织、控制的同时进行合理的配置。资源的合理配置、有效利用、科学保护是全球共同的使命和任务,也是经济学和管理学要研究的重要课题。 通过借鉴经济学的资源配置理论,主要运用文献研究法、历史研究法,系统总结国内外对资源配置研究的成果,结合实践中的资源配置问题,得出具有一般意义的资源配置理论体系,把配置作为管理的一个新职能来论证,以期为资源配置理论及其在教育领域中的应用研究奠定基础。 全文共分为三个部分: 第一部分:配置的职能提出。管理职能从法约尔开始,经历了五职能说、三职能说、七职能说,四职能说等等,职能内容有计划、领导、控制、组织、创新、决策、人事、报告等等。管理的职能随着社会环境和社会需要的变化而变化,而现今社会资源的短缺已成为不得不重视的问题,合理配置资源可以减少浪费。那么配置作为管理的一个新职能来研究是有其理论和现实意义的。 第二部分:配置基础理论。这是本文的核心,这部分交代了配置作为管理新职能的定义、特点、主体、客体、方式及原则。重点介绍了配置的方式,分别从手段、效能、配置对象、动机四个角度进行分类并详细阐述。 第三部分:配置在教育领域的应用。这部分交代了教育资源、教育资源配置的定义,并对国内外教育资源配置问题进行了比较。国内主要是配置方式和配置原则的问题;国外的问题也主要围绕配置原则即公平和效率问题。
[Abstract]:In a certain space and time, resources are limited, the supply of resources is always in a certain scarcity, which restricts and even threatens the survival of human beings and the development of society. Rational allocation of resources can effectively alleviate the contradiction between the shortage of resources and the increasing demand. The use of resources should be effectively planned, organized, and controlled at the same time as reasonable allocation. The rational allocation of resources, effective utilization and scientific protection are the common missions and tasks of the world, and are also important topics to be studied in economics and management. By drawing lessons from the theory of resource allocation in economics, this paper mainly uses the methods of literature research and historical research to systematically sum up the research results of resource allocation both at home and abroad, combining with the problems of resource allocation in practice. A theoretical system of resource allocation with general significance is obtained, which is proved to be a new function of management in order to lay a foundation for the study of resource allocation theory and its application in the field of education. The full text is divided into three parts: The first part: the function of configuration. The management function has experienced five functions theory, three function theory, seven function theory, four function theory and so on, the function content has the plan, the leadership, the control, the organization, the innovation, the decision, the personnel, the report and so on. The function of management changes with the changes of social environment and social needs. However, the shortage of social resources has become a problem that must be paid attention to. Rational allocation of resources can reduce waste. So it is of theoretical and practical significance to study configuration as a new function of management. The second part: the basic theory of configuration. This is the core of this paper, which explains the definition, characteristics, subject, object, mode and principle of configuration as a new function of management. This paper mainly introduces the way of collocation, which is classified and explained in detail from four angles: means, efficiency, object of configuration and motivation. The third part: the application of allocation in the field of education. This part explains the definition of educational resources and the allocation of educational resources, and compares the problems of allocation of educational resources at home and abroad. The main problems in China are the allocation mode and the allocation principle, and the problems abroad are mainly focused on the allocation principle, namely, fairness and efficiency.
