农村义务教育经费保障体系的战略转型——从体制建设走向机制建构

【摘要】：农村义务教育经费保障体系由投入体制和投入机制两部分构成。长期以来,我国农村义务教育投入以体制调整为主,机制建设处于缺失或半缺失的状态,造成农村义务教育经费一直处于较为严重的短缺状态。在体制基本理顺以后,农村义务教育经费保障体系的战略重点应该转到保障机制的设计上。
[Abstract]:The rural compulsory education fund guarantee system is composed of two parts: input system and input mechanism. For a long time, the investment in rural compulsory education has been dominated by system adjustment, and the construction of mechanism is in the state of missing or semi-missing. After the system is basically straightened out, the strategic emphasis of the rural compulsory education funds guarantee system should be shifted to the design of the guarantee mechanism.
