农民工子女义务教育财政供给机制研究

【摘要】：要求流入地政府负责农民工子女义务教育的相关政策,从总体看是可行的。但由于地方各级财政能力分布不均衡,省和地市本级财政较好、县级财政较差,因而影响到这一政策的落实。本文认为,农民工子女义务教育的资金供给应该由中央、财政状况较好的省和地市级财政为主,同时,可从中央对各省税收返还中提取专项经费,通过转移支付的方法将款项下拨到地方,由县(区、市)教育局负责将专款用于农民工子女义务教育。
[Abstract]:It is feasible to ask the government to be responsible for the compulsory education of the children of migrant workers. However, because of the uneven distribution of the local financial capacity at all levels, the provincial and city level finance is better, the county finance is poor, so it affects the implementation of this policy. This paper holds that the fund supply of the compulsory education for the children of migrant workers should be from the middle of the paper. At the same time, the central government can extract special funds from the central government for the return of the provinces' tax revenue, and transfer the funds to the local areas through the transfer payment method, and the county (district and city) education bureau is responsible for the special funds for the compulsory education of the children of migrant workers.
