【摘要】：1993年2月,由党中央、国务院颁布的《中国教育改革和发展纲要》(简称《纲要》)是20世纪90年代和本世纪初中国教育发展的重要文献。《纲要》以邓小平建设有中国特色社会主义的理论为指导,总结了建国40多年来,特别是党的十一届三中全会以来教育改革和发展的经验,分析了教育工作面临的形势,提出了上世纪90年代乃至本世纪初我国教育发展的战略目标、战略思想、战略选择和一系列重大政策措施,对中国教育发展和改革产生了历史性作用。《纲要》的研究、制定和实施不仅在中国教育发展史上具有里程碑的意义,而且其研究、制定过程在教育界被普遍认为是较好地体现我国教育重大决策科学化、民主化的一个范例。今年8月初,中国教育发展战略学会学术年会将"改革开放以来,我国教育重大战略和重大决策的制定、形成过程"作为重要的交流、研讨内容。本刊征得作者同意予以刊发,以飨读者。
[Abstract]:In February 1993, the CPC Central Committee, The outline for the Reform and Development of China's Education promulgated by the State Council (abbreviated as the outline) is an important document for the development of Chinese education in 1990s and early this century. The outline is guided by Deng Xiaoping's theory of building socialism with Chinese characteristics. This paper summarizes the experience of educational reform and development in the past 40 years, especially since the third Plenary session of the Eleventh Central Committee of the CPC, analyzes the situation facing the educational work, and puts forward the strategic goal of the development of education in China in -10s and even at the beginning of this century. Strategic thoughts, strategic choices and a series of major policy measures have played a historic role in the development and reform of education in China. The formulation and implementation of the outline is not only of milestone significance in the history of Chinese education development, but also of its research. The formulation process is generally considered to be a good example of scientific and democratic educational decision-making in China. In early August this year, the academic annual meeting of the Chinese Academy of Educational Development Strategies will be "since the beginning of reform and opening up." The formulation and formation process of the major strategy and decision of education in China "as an important communication and discussion content, this journal is published with the consent of the author, so as to provide dinner to the readers."
