城市小区配套学校建设模式探讨——基于对广州市小区配套学校的调查分析

【摘要】：我国大中城市的住宅小区配套学校日益增加。目前,我国城市小区配套学校的建设模式大体是:校舍均由土地开发单位负责建设;学校的建设资金均在开发商应缴纳的土地出让金或其他税费中扣减;学校竣工后,开发商均应将校舍无偿交给教育行政部门使用或管理。这一建设模式在实行过程中暴露出了种种问题。本文侧重在对广州市小区配套学校广泛调查的基础上,试探讨能够兼顾城市发展趋势和教育发展规律的小区配套学校建设模式。
[Abstract]:There are more and more supporting schools in residential areas in large and medium-sized cities in China. At present, the construction mode of supporting schools in urban areas in our country is: the school buildings are all constructed by land development units; The construction funds of the school shall be deducted from the land transfer fee or other taxes payable by the developer; after the completion of the school, Developers should hand over the school premises to the educational administrative department for use or management. This construction model has exposed various problems in the course of implementation. This paper focuses on the basis of extensive investigation of the supporting schools in Guangzhou. This paper tries to probe into the construction mode of supporting schools in small areas which can take into account the trend of urban development and the law of educational development.
