各国教育培训制度比较研究

【摘要】:本文通过对英、美、德、日、澳大利亚和韩国教育培训制度的考察,发现教育培训活动是各国培育人才、创造竞争优势的重要机制。各国依据本国所处的产业结构、劳动力市场等情况,建立了各自的教育培训制度,对各国提升人力资本、降低失业率和提高国家竞争力都起到了积极的作用。因此,从国家的角度而言,应根据自身特点采用多元化的教育培训方案,协助国民运用各种不同的方法来增加工作执行能力和基本素质。此外,如果国家能够妥善规划教育培训制度,发展出明确的教育培训政策,并完整地执行教育培训流程,国家教育培训制度就能发挥最大的功效。
[Abstract]:Based on the investigation of the educational and training systems in Britain, the United States, Germany, Japan, Australia and South Korea, this paper finds that educational training is an important mechanism for countries to cultivate talents and create competitive advantages. According to their own industrial structure and labor market, countries have established their own education and training system, which has played a positive role in improving human capital, reducing unemployment rate and improving national competitiveness. Therefore, from the national point of view, we should adopt diversified education and training programs according to their own characteristics, and assist the people to use different methods to increase their work execution ability and basic quality. In addition, if the country can properly plan the education and training system, develop a clear education and training policy, and implement the education and training process in a complete way, the national education and training system can play the most effective role.
