【摘要】：改革开放30年来，中国的高等教育取得了巨大的发展，随着我国高等教育体制的改革，高等学校开始对学费体制进行改革，实行收费上学，并积极举办民办高校，使其成为高等教育的重要组成部分，这对于弥补高等教育经费投入不足起到了巨大的作用。但与此同时，家庭经济困难学生上不起学的问题也日渐突出。这个问题如果不能很好的解决，会影响人力资本的顺利形成，对经济发展和社会稳定都会产生不利影响。因此，对家庭经济困难学生进行资助，保证其顺利完成大学学业是十分必要的。国家助学贷款政策是国家利用金融手段深化高等教育体制改革，促进我国教育事业发展的重要举措，具有深远的意义和巨大的作用。我国自1999年实行国家助学贷款政策以来，至今已有14年，经过几次的改革，基本形成了比较成熟的运行体制。作为高等教育重要组成部分的民办高校，也相当重视国家助学贷款工作的开展，以广东培正学院为例，校方认真贯彻国家助学贷款工作的精神，在实践中落实到位，使国家助学贷款工作成为构建和谐校园的一项重要内容，也保证了家庭经济困难的学生得到了切实的帮助。但是，在取得成绩的同时，，也要看到国家助学贷款这一政策在民办高校的实施过程中还存在着一些问题，还需要通过多方面的努力，来不断完善民办高校中的国家助学贷款工作。为此，本文通过对国家助学贷款的理论研究，进一步加深我们对民办高校学生的教育公平、人力资本形成、学生资助等理论的认识，弥补相关理论的不足。
[Abstract]:Since the reform and opening up 30 years ago, China's higher education has made great progress. With the reform of our country's higher education system, institutions of higher learning have begun to reform the tuition system and carry out tuition fees to attend school. And actively set up private colleges and universities to become an important part of higher education, which has played a huge role in making up for the lack of investment in higher education funds, but at the same time. If this problem can not be solved well, it will affect the smooth formation of human capital, and will have a negative impact on economic development and social stability. It is necessary to grant financial aid to students with financial difficulties to ensure their successful completion of college studies. The national student loan policy is an important measure to deepen the reform of higher education system and promote the development of education in China by means of financial means. Since 1999, China has implemented the national student loan policy, has been 14 years, after several times of reform. As an important part of higher education, private colleges and universities also attach great importance to the development of national student loan work, taking Peizheng College of Guangdong as an example. The school conscientiously carries out the spirit of the national student loan work and puts it into practice, making the national student loan work an important content in building a harmonious campus. It also ensures that the students with family financial difficulties get practical help. However, we should also see that there are still some problems in the implementation of the policy of national student loan in the process of implementing private colleges and universities. It is also necessary to improve the work of national student loan in private colleges and universities through various efforts. Therefore, this paper through the theoretical study of the national student loan. Further deepen our understanding of the private college students' education fairness, human capital formation, student aid and other theories, to make up for the lack of relevant theories.
