特色化大学视阈下政府规制限度研究

【摘要】：大学特色化发展是一种必然趋势,政府规制是一种必然需要,而边界诉求是双方博弈的需要。特色化大学发展所遭遇到的世俗障碍主要来自政府的规制,如政府管理的越位与缺位,政府的行政、经济与法律规制手段的滥用与缺失。为此,政府要转变职能,突破对高校的传统管理;要建立合理的高校分类管理体系;要建立以特色化大学发展为重要指标的科学高校评价体系;要加大对高校的财政投入,以保证特色化大学发展的物质基础;要完善教育法律法规,做到依法行政。
[Abstract]:The characteristic development of university is an inevitable trend, the government regulation is an inevitable need, and the boundary demand is the need of the game between the two sides. The secular obstacles encountered by the characteristic university mainly come from the government regulation. For example, the offside and absence of government management, the abuse and absence of administrative, economic and legal regulatory means of government. Therefore, the government should change its functions and break through the traditional management of colleges and universities; It is necessary to establish a reasonable classification management system in colleges and universities. It is necessary to establish an evaluation system of scientific colleges and universities with the development of specialized universities as an important index. We should increase the financial input to colleges and universities in order to ensure the material basis for the development of specialised universities; We must improve educational laws and regulations and administer them according to law.
