【摘要】:澳大利亚高等教育一直享有较高的国际声誉。高质量的教育必然与其发达的教育质量保障机制分不开。经过20多年的发展,澳大利亚联邦政府、州及领地政府、大学、大学质量保障署、学历资格评定框架署各司其职,形成了五位一体的高等教育质量保障体系。然而随着高等教育的快速发展,原有的质量保障体系已经无法更好的促进澳大利亚高等教育质量的发展。澳大利亚于2011年成立了新的高等教育质量保障机构---第三级教育质量与标准署(TEQSA), TEQSA作为一个独立的机构,将规范高等教育的管理、监管高等教育质量并设立统一的标准。这一机构促使澳大利亚各方对高等教育质量保障机制产生了新的思考,开始了新一轮的高等教育改革,推动了澳大利亚高等教育质量保障机制新的变革。 本文采用了比较研究法对TEQSA质量监管的依据、风险监管的方法进行了研究。论文首先对国内外学者有关高等教育质量保障研究的理论及澳大利亚高等教育质量保障体系研究的文献内容进行综述与评价。第二章从宏观层面介绍了澳大利亚高等教育质量保障历史沿革。第三章分析了TEQSA产生的背景以及机构组成与职能,组织成员及其职责。第四章通过对TEQSA的监管依据——《澳大利亚高等教育提供者准入标准》内容的解读和原来标准和程序的不足来分析准入标准的优势和特点。论文第五章通过对TEQSA的风险监管的目的与作用、政策与方法、有效信息整合与收集、风险指标类别与风险管理步骤的分析,全方位探讨TEQSA这一国家级非盈利性的高等教育质量保障机构的质量监管模式与方法。论文第六章总结了澳大利亚第三级质量和标准署的基本特征,归纳了TEQSA质量监管的可鉴之处以及对我国高等教育质量保障的启示。
[Abstract]:Australian higher education has always enjoyed a high international reputation. High quality education is bound to be inseparable from its developed educational quality assurance mechanism. After more than 20 years of development, the Australian Federal Government. State and territory governments, universities, university quality assurance agencies, and academic qualifications assessment framework agencies each perform their functions, forming a five-in-one quality assurance system for higher education. However, with the rapid development of higher education. The original quality assurance system has not been able to better promote the development of higher education quality in Australia. In 2011, Australia established a new higher education quality assurance organization--tertiary education quality and standards. Department (. TEQSA). As an independent institution, TEQSA will regulate the management of higher education. Supervision of the quality of higher education and the establishment of a unified standard. This institution has prompted all parties in Australia to have a new thinking on the quality assurance mechanism of higher education and to start a new round of higher education reform. Promote Australia higher education quality assurance mechanism new change. This article adopts the comparative research method to the TEQSA quality supervision basis. This paper firstly summarizes and evaluates the theories of domestic and foreign scholars on the quality assurance of higher education and the literature on the quality assurance system of higher education in Australia. The chapter introduces the history of the quality assurance of higher education in Australia from the macro level. Chapter three analyzes the background of the emergence of TEQSA and the composition and functions of the organization. Organization members and their responsibilities. Chapter 4th analyzes the advantages of TEQSA through the interpretation of the content of the Australian higher Education provider admission Standards and the shortcomings of the original standards and procedures. Chapter 5th discusses the purpose and function of TEQSA risk supervision. Policies and methods, effective information integration and collection, risk indicators and risk management process analysis. This paper probes into the quality supervision mode and method of TEQSA, a national non-profit institution of higher education quality assurance. Chapter 6th summarizes the basic characteristics of Australia's third level quality and Standards Agency. This paper sums up the lessons of TEQSA quality supervision and its enlightenment to the quality assurance of higher education in China.
