【摘要】:随着高等教育招生规模迅速扩大,高校毕业生人数不断增长,各方面的就业压力逐年增大,如何解决大学生就业与社会需求这一矛盾,已成为国家、社会和高校共同关注的焦点。本文基于大学生就业日益困难的前提下,试图从利益相关者责任关系的视角,研究我国大学毕业生就业保障制度建设的紧迫性以及如何构建有效的就业保障制度来保障大学生高质量就业。这对于缓解当前大学生就业矛盾,推进高等教育改革,构建社会主义和谐社会具有重要的理论意义和实践价值。 本文首先从大学生就业保障制度的内容入手,系统分析了政府的就业政策、高校的就业指导模式、社会就业服务体系、就业法律保障体系四个部分的主要内容。然后从大学生本人、高校和社会的角度出发,阐述了构建大学生就业保障制度的必要性和紧迫性。接着通过对大学生就业保障制度现状、实践困境及其原因的分析,进而提出我国大学生就业保障政策还不完善,保障水平不平衡,保障法律不健全。在此基础上,从政府、社会和高校“三位一体”的视角提出大学生就业保障制度创新的对策建议。从政府的角度来说就是要改善经济与产业结构不合理的现状,为大学生创造良好的就业环境;推进就业政策有效落实和就业行政制度改革,促进大学毕业生合理流动;完善大学生就业法律法规建设,充分发挥法律效应。从社会的角度看就是要充分发挥用人单位、中介组织和劳动力市场在社会人力资源配置中的作用,实施分工协作,共同促进高校毕业生顺利就业。从高校的角度讲,提升大学生就业能力、完善就业指导体系是进一步促进大学生就业保障制度完善的主要路径。 综合以上分析,大学生就业是一项社会管理与公共服务工程,需要社会各个方面的积极协作与配合,只有借助政府的支持,同时有效协同与社会、高校之间的责任关系,发挥相关责任主体的整体功效,才能真正完善大学生就业保障制度,有效解决大学生就业问题。
[Abstract]:With the rapid expansion of the scale of higher education enrollment, the number of college graduates increased, the employment pressure is increasing year by year, how to solve the contradiction between employment and social needs, has become the common focus of country, society and universities. This paper is based on the premise of increasingly difficult employment of University students, attempts from the perspective of stakeholder responsibility the urgency of the construction, the employment security system of university graduates in China and how to construct the effective employment security system to protect the employment of college students with high quality. Which is to alleviate the current employment contradiction, promoting the reform of higher education, which has important theoretical significance and practical value to build a socialist harmonious society.
This paper from the college students' employment security system with the content of the system, analyzes the government employment policy, college employment guidance mode, social service system of employment, employment law guarantee system of four parts of the main content. Then from the student himself, University and social point of view, expounds the necessity and urgency of establishing the employment security system college students. Then through analyzing the present situation of College Students' employment security system, analysis the practical predicament and its reasons, and then put forward the employment security policy of our country is not perfect, the security level is not balanced, legal protection is not perfect. Based on this, from the government, society and universities "three-in-one" from the perspective of university students' employment security system innovation countermeasures the status quo. From the perspective of the government is to improve the economy and the unreasonable industrial structure, create a good employment environment for College Students To promote the effective implementation of the policy; employment and employment of administrative system reform, promote the rational flow of university graduates; improve college students' employment laws and regulations, give full play to the legal effect. See is to give full play to the Employer from the perspective of society, the role of intermediary organizations in the social and labor market in the allocation of human resources, the implementation of the division of labor cooperation, and jointly promote the smooth the employment of college graduates. From the point of view, to enhance the employability of college students, improve the employment guidance system is to further promote college students' employment security system the main path to improve.
Based on the above analysis, the employment of university students is a social management and public service projects, need active cooperation and coordination in all aspects of society, only with the support of the government, and effective cooperation between universities and society, the relationship of responsibility, overall effect related to the main responsibility, in order to truly improve the college students' employment security system, effectively solve the problem of employment college students.
