大学毕业生就业质量评价指标体系研究

【摘要】:在2004年由中国劳动和社会保障部与国际劳工组织共同举办的“中国就业论坛”上,提高就业质量第一次作为一项政府工作的重要目标被提出来——“不断扩大就业规模提高就业质量将是中国政府一项长期而紧迫的任务”。从而可见就业质量问题已经引起了国家的极大重视。而在浩瀚的就业者大军里,作为我国青年储备人才重要组成部分的大学生,肩负着人才强国、科技兴国的重大历史使命,对国家的经济发展有至关重要的作用,这个特殊群体的就业情况,不仅仅关系着个人的命运前途,更关系到国家的发展。而近年来,随着大学的扩招,这群承载着太多希望的天之骄子却面临着越来越多的就业问题。 近来我们频频能够从媒体上看到的毕业生起薪降低、频繁跳槽以及劳动合同的短期化等的报道,这些在大学毕业生身上所出现的就业问题,无一不是属于就业质量的范畴。大学生就业质量的问题越来越突出,对大学毕业生的就业质量的研究在近几年也逐渐兴起。笔者旨在通过查阅、学习前人成果的基础上,构建出一个系统的大学毕业生就业质量评价体系,一方面在理论上,可以为大学毕业生就业质量的后续研究工作提供支持和借鉴,另一方面在实践上,帮助政府、高校、用人单位以及大学生对就业质量情况进行评价测量,为后续提高大学毕业生就业质量的工作提供帮助。 本论文共分为六部分。第一部分是绪论,,主要介绍了论文的研究背景和本文所要解决的问题,对研究意义进行了阐述,说明了研究目标与内容;第二部分是相关理论综述,先介绍了就业质量的产生,随后分析了国外和国内对就业质量的研究现状,最后对评价大学毕业生就业质量的相关理论进行了重点论述,并对本文的主要概念进行了界定;第三部分对本文将要构建的大学毕业生就业质量评价指标体系应该具备的功能,构建指标体系的基本原则,和本文的研究思路和方法进行了说明;第四部分是指标体系的建立,这是本文的重点,在这一部分本文先通过文献法进行指标筛选,设计指标体系,初步构建出指标体系后,通过德尔菲法对指标体系进行三轮修改,最终确立了大学毕业生就业质量评价指标体系;第五部分对指标体系在具体运用过程中的评价方法进行了介绍,主要通过层次分析法确定指标体系的权重,再通过模糊综合法确定定性指标的评价值,运用加权算法得到最终评价结果;在本文的最后一部分,通过案例运用对2009届和2010届大学毕业生的劳动报酬、工作稳定性和人职匹配度进行了评价。
[Abstract]:In 2004, China Employment Forum was jointly organized by the Ministry of Labor and Social Security of China and the International Labour Organization. For the first time, improving the quality of employment has been put forward as an important goal of government work-"it will be a long-term and urgent task for the Chinese government to continuously expand the scale of employment and improve the quality of employment." Thus, we can see that the quality of employment has attracted great attention of the country. And in the vast army of employed workers. As an important part of our country's youth reserve talents, college students shoulder the great historical mission of strengthening the country with talent and rejuvenating the country by science and technology, which plays a vital role in the economic development of the country, and the employment situation of this special group. It is not just about the fate of the individual, but also about the development of the country. In recent years, with the expansion of university enrollment, this group of promising children are facing more and more employment problems. In recent years, we have been able to see from the media that the starting salary of graduates, frequent job hopping and short-term labor contracts, and so on, which appear in the employment problems of college graduates. All of them belong to the category of employment quality. The problem of college students' employment quality is becoming more and more prominent, and the research on the employment quality of college graduates is also rising gradually in recent years. On the basis of studying the previous achievements, a systematic evaluation system of the employment quality of college graduates is constructed. On the one hand, it can provide support and reference for the follow-up research on the employment quality of college graduates in theory. On the other hand, in practice, it helps the government, universities, employers and college students to evaluate and measure the quality of employment, so as to provide help for the subsequent work of improving the employment quality of college graduates. This paper is divided into six parts. The first part is the introduction, mainly introduces the research background and the problems to be solved in this paper, expounds the significance of the research, and explains the research objectives and contents; The second part is a review of relevant theories, first introduced the production of employment quality, and then analyzed the current situation of research on employment quality both at home and abroad. At last, it discusses the relevant theories of evaluating the employment quality of college graduates, and defines the main concepts of this paper. The third part describes the function of the evaluation index system of graduates' employment quality, the basic principles of constructing the index system, and the research ideas and methods of this paper. The 4th part is the establishment of the index system, which is the focus of this paper. In this part, the index system is selected through the literature method, the index system is designed, and the index system is initially constructed. Finally, the evaluation index system of university graduates' employment quality is established through three rounds of revision of the index system by Delphi method. Part 5th introduces the evaluation method of the index system in the concrete application process, mainly through the analytic hierarchy process to determine the weight of the index system, and then through the fuzzy comprehensive method to determine the evaluation value of the qualitative index. Using the weighted algorithm to get the final evaluation results; In the last part of this paper, the paper evaluates the labor compensation, job stability and matching degree of the graduates of 2009 and 2010 by case study.
