【摘要】：斯坦福大学技术许可办公室于1970年建立,四十多年来已经成为美国大学科研成果向工业领域转移的最活跃、最具影响力的组织。本文运用文献法、历史研究法、个案法,探究技术许可办公室在斯坦福大学建立的原因、四十多年来的发展历程、工作目标及规章制度,阐述了技术许可办公室四十多年来形成的独具特色的工作流程,并探索其成功运作的经验。在美国高等教育新萧条的背景下,基于斯坦福大学实用主义理念及与硅谷企业的良好合作关系,在对斯坦福大学内部科研成果转化机构反思的基础上,时任斯坦福大学资助项目办公室副主任的尼尔斯J·赖默斯创建斯坦福大学技术许可办公室,希望通过这一校内机构来保护斯坦福大学科研成果的知识产权并促进斯坦福大学科研成果转化为有形产品。20世纪70年代技术许可办公室成功起步,80年代快速成长,90年代至今已逐步走向成熟,斯坦福大学的技术许可办公室已经成为大学科研成果向工业领域转移方面的标杆和范本。斯坦福大学技术许可办公室的创立之初确立的目标是：努力促进斯坦福大学的科研成果转化为对社会有用的工业产品,并在技术许可过程中获得收益,最终回馈教学和科研。这一目标已经渗透到技术许可办公室的各项工作中。为实现这一目标,技术许可办公室制定了完备的规章制度,包括：人员录用规定、专利规定、收益分配规定、版权共享规定、有形研究资产共享规定等。为实现许可办公室的目标,在完备的规章制度的框架内,技术许可办公室逐渐形成成熟的工作流程。与科研成果保护相关的工作包括发明披露、由许可专员进行专业评估、为发明披露申请专利保护等。与科研成果的推广相关的工作也是许可办公室工作的重点是市场营销,最后是将发明商业化,并最终由学校、发明者及许可办公室分享收益。此项流程的特点是以营销工作为重点,多元化的许可费用收取方式,及合理的收益分配等。
[Abstract]:The Technology Licensing Office of Stanford University was established in 1970 and has become the most active and influential organization for the transfer of scientific research from American universities to the industrial field for more than 40 years. History Research, case study, explore the reasons for the establishment of the Office of Technology Licensing at Stanford University, 40 years of development, work objectives and rules and regulations. This paper describes the unique workflow of the Technical Licensing Office over the past 40 years and explores its successful operation experience. Under the background of the new depression of American higher education, based on the pragmatism of Stanford University and the good cooperative relationship with the enterprises of Silicon Valley, the author rethinks the internal research achievements of Stanford University. Nils J. Reimers, then deputy director of the Stanford University Grants Program Office, founded the Stanford University Technology Licensing Office. We hope to protect the intellectual property rights of Stanford research and promote the transformation of Stanford research into tangible products. In 70s, the Office of Technology Licensing successfully started. In 80s, the rapid growth of the 1990s has gradually matured, Stanford University's Technology Licensing Office has become a benchmark and model for the transfer of scientific research to the industrial field. Stanford University's Technology Licensing Office was founded with the goal of working to promote the transformation of Stanford University's scientific research into socially useful industrial products and to benefit from the technology licensing process. This goal has penetrated into the work of the Technical Licensing Office. In order to achieve this goal, the Technical Licensing Office has established complete rules and regulations, including: hiring rules. Patent provisions, income distribution provisions, copyright sharing provisions, tangible research assets sharing provisions. In order to achieve the objectives of the Licensing Office, within the framework of complete rules and regulations, the Office of Technology Licensing has gradually formed a mature workflow. The work related to the protection of scientific research results includes disclosure of inventions. Professional evaluation by the Licensing Officer, patent protection for disclosure of inventions, etc. The work related to the promotion of scientific research results is also the focus of the work of the Licensing Office on marketing, and finally the commercialization of the invention. The process is characterized by a focus on marketing, a diversified collection of licensing fees, and a reasonable distribution of benefits.
