上海市高校专科层次自主招生试点政策研究

【摘要】：上海市高校专科层次自主招生试点政策是上海市教委按照党中央对上海的“四个率先”的要求和上海市教育工作会议精神,开展的重大高校招生考试和录取改革试验,在上海教育领域和社会各界都产生了积极的反响,受到了各地各方的关注,在全国高校招生考试制度改革进程中也产生了一定的影响。但如所有新政策出台时一样,上海市高校专科层次自主招生试点政策也遇到不少疑难问题,使得政策发展无法达到预期成效。本文主要运用文献研究法、比较研究法、政策分析法,以上海市高校专科层次自主招生试点政策为研究对象,回顾了上海市高校专科层次自主招生试点政策的出台背景和主要内容,探讨高校专科层次自主招生政策的主要成效和存在问题,并在此基础上讨论今后改革方向,提出改进和完善的对策,以期为下一轮改革提供有利借鉴。文章分为三个部分：第一部分：对高校专科层次自主招生试点政策制定的背景与基本内容进行表述。第二部分：总结上海市高校专科层次自主招生试点政策取得的成绩,并对存在问题进行分析。实施高校专科层次自主招生试点政策后,社会反映积极,舆论反响良好,也赢得了教育部、市委、市政府领导和考生、家长及社会的信任,但同时也暴露出招生成本增加,高校缺乏自主权,及缺乏监督机制的问题。第三部分：提出完善高校专科层次依法自主招生改革试点的对策思考。以期通过转变招生管理理念,改变招生管理体制,减少高校及学生的招生成本,建立学业水平考试制度,进一步扩大高校招生自主权,做好配套政策等作为完善高校专科层次自主招生的对策,以此推动高校专科层次自主招生的新一轮发展。
[Abstract]:The pilot policy of independent enrollment of colleges and universities in Shanghai is the spirit of the Shanghai Education Commission in accordance with the Party Central Committee's requirement of "four pioneers" for Shanghai and the spirit of the Shanghai Education work Conference. The major college enrollment examination and admission reform test, in the field of education in Shanghai and all walks of life have produced a positive response, has been concerned by all parties. In the process of the reform of the national college entrance examination system, it also has a certain impact. However, as with all the new policies, the pilot policy of independent enrollment at the college level in Shanghai has encountered many difficult problems. The policy development can not achieve the expected results. This paper mainly uses the literature research method, comparative research method, policy analysis method, to Shanghai colleges and universities independent enrollment policy as the research object. This paper reviews the background and main contents of the experimental policy of autonomous enrollment at the college level in Shanghai, and probes into the main effects and problems of the policy of autonomous enrollment at the level of colleges and universities. On the basis of this, the paper discusses the direction of future reform, and puts forward some countermeasures for improvement and perfection in order to provide beneficial reference for the next round of reform. The article is divided into three parts: The first part describes the background and basic content of independent enrollment policy in colleges and universities. The second part: summarizes the achievements of the experimental policy of autonomous enrollment of colleges and universities in Shanghai, and analyzes the existing problems. After implementing the experimental policy of autonomous enrollment at the specialized level of colleges and universities, the society reflects positively. Public opinion resonated well and won the trust of the leaders of the Ministry of Education, the municipal party committee, the municipal government and the examinees, parents and society, but also exposed the problems of increasing enrollment costs, lack of autonomy of colleges and universities, and lack of supervision mechanism. The third part: put forward the countermeasures to improve the experimental reform of independent enrollment in colleges and universities in accordance with the law, in order to change the concept of enrollment management, change the enrollment management system, and reduce the enrollment costs of colleges and students. The establishment of the academic level examination system, the further expansion of the autonomy of college enrollment, and the making of supporting policies are taken as the countermeasures to perfect the independent enrollment of colleges and universities at the specialized level, so as to promote the new development of autonomous enrollment at the specialized level in colleges and universities.
